Born in 1966, having risen through the ranks and held various positions, this is his second term as Chairman of the People's Committee of the commune, a unit with over 15 villages and nearly 10,000 inhabitants. With strong political acumen and a commitment to effectively implementing the Party's policies, state laws, and local regulations, Phan Bá Ngọc is also a keen learner, dedicated to political theory, a staunch critic, and a simple lifestyle, constantly encouraging people to exercise their rights and fulfill their civic duties.
