Commune officials embezzled martyr worship allowance
A commune-level civil servant in charge of labor, war invalids and social affairs embezzled subsidies from nearly 120 families worshiping martyrs, totaling over 170 million VND.
The subject under investigation is Truong Van Dat (born in 1982). From March 2023 to August 2023, Dat was assigned to manage more than 186 million VND in 2023 martyr worship subsidies from Lam Son commune to pay for 128 families to worship 133 martyrs.
With the intention of profiteering,appropriation of moneyFrom the above worship allowance, Dat took advantage of his position and authority. After receiving the money, Dat only paid 10 families who worshiped 10 martyrs with a total amount of 14 million VND. After that, he forged the signatures and handwriting of 118 families who worshiped the remaining 123 martyrs and created a settlement file to submit to the Department of Labor - Invalids and Social Affairs of Thanh Mien district to appropriate a total amount of more than 172 million VND for personal expenses.
Immediately after receiving information about the incident, the leaders of Thanh Mien District Police directed the Criminal Investigation Police Team on Criminal - Economic - Drug Crimes to urgently investigate and clarify the related behavior of the subject for strict handling according to the provisions of law.
After investigation and verification, on September 15, 2023, the Thanh Mien District Police Investigation Agency initiated a case, prosecuted the accused, and temporarily detained Truong Van Dat for 4 months for the crime of "Embezzlement of property" and continued to expand the investigation to clarify related acts.
