Timely payment is needed for agricultural plow subsidies.

(Baonghean.vn) - Voters in Anh Son district have requested the province to allocate more funds to support the purchase of multi-functional plows in the annual agricultural and rural development policy to ensure timely payment. In reality, after the land consolidation and exchange policy was implemented, many farmers purchased multi-functional plows but have not yet received the support.

The Provincial People's Committee responded to this issue as follows:

The request from voters in Anh Son district to increase budget support for purchasing agricultural machinery in general, and multi-functional plows in particular, is consistent with the actual situation.

The lack of budgetary support for implementing the province's agricultural machinery support policy has been a common problem in recent years.

The main reason is the province's limited budget, while the demand for agricultural machinery from farmers has increased significantly, especially after the land consolidation and reallocation program.

Each year, the provincial budget has made great efforts to balance and allocate increased funding to support agricultural machinery according to the plan at the beginning of the year and prioritized significant additional funding during the year (2014: 8,400 million VND, 2015: 16,107 million VND, 2016: 16,013 million VND).

In addition, the central government also provides interest rate subsidies for purchasing agricultural machinery according to Decision 68/2013/QD-TTg (through the Agricultural and Rural Development Bank of the province) at a rate of 15-20 billion VND per year; however, this is still insufficient to provide timely financial support to households under the policy.

In the coming period, the Provincial People's Committee will assign the Department of Agriculture and Rural Development and the Department of Finance to advise the Provincial People's Committee on balancing the budget and allocating additional funds to support agricultural machinery in 2017 and subsequent years to ensure timely payment to households.
