(Baonghean.vn) - On the morning of December 23, under the chairmanship of Comrade Nguyen Xuan Duong - Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee, the Provincial People's Committee continued its regular monthly meeting for December 2016 to hear and give opinions on a number of important issues.

Also attending were the Vice Chairmen of the Provincial People's Committee, members of the committee, and leaders of various departments and agencies.

"We are determined to collect budget revenue, striving to reach 10,800 billion VND in 2016."

At the beginning of the meeting, the Department of Planning and Investment reported on the implementation of the economic restructuring plan linked to the transformation of the growth model and investment restructuring of the province during the 2014-2016 period, and the tasks and solutions until 2020.

Comrade Nguyen Xuan Duong chaired the meeting.

In implementing Decision 339 of the Prime Minister on approving the overall plan for economic restructuring linked to the transformation of the growth model for the period 2013-2020, the Provincial People's Committee issued Decision No. 3278 promulgating the action program to implement the Government's plan. After 3 years of implementation, Nghe An province has achieved significant results.

During the period 2014-2016, in implementing the Government's policy on investment restructuring, with a focus on restructuring public investment, the management of investment from the state budget and government bonds was increasingly improved, and policies to attract and mobilize other sources of capital for investment were emphasized. The results showed that scattered investment was prevented, and the issuance of public investment policies was strictly managed.

Comrade Nguyen Van Do - Director of the Department of Planning and Investment - presented a report on the implementation of the economic restructuring project associated with the transformation of the growth model and investment restructuring of the province during the 2014-2016 period.

In addition to restructuring public investment, the province's economic restructuring plan, linked to the transformation of the growth model and investment restructuring for the period 2014-2016, focuses on restructuring the banking system (including the grassroots people's credit fund system in the area and Bac A Commercial Joint Stock Bank), restructuring state-owned enterprises; restructuring the internal structure of economic sectors towards rapidly increasing added value and product competitiveness; and continuing to restructure economic zones rationally, strengthening linkages between regions.

Director of the Department of Education and Training, Nguyen Thi Kim Chi, emphasized the importance of improving human resources in the restructuring of the education sector.

Speaking on this matter, Director of the Department of Education and Training Nguyen Thi Kim Chi stated that the education sector has three key tasks to focus on: investing in boarding and semi-boarding schools, Phan Boi Chau specialized school, and a number of other key schools; improving human resources and rebuilding the vocational school network; and continuing to advise on policies and mechanisms for restructuring vocational schools and supporting children from poor households to pursue vocational training.

Agreeing with the view that human resources must be improved, Director of the Department of Science and Technology Tran Quoc Thanh stated that for the economic sector, the core of restructuring is increasing productivity and improving production efficiency, which is related to technological innovation and improving the quality of human resources.

"Furthermore, in restructuring public investment, attention should be paid to the structure of public service activities, the structure of state-funded 'stimulus' financial resources, and more attention to policy mechanisms. For example, in agriculture, policies are focusing more on 'inputs' than 'outputs,' whereas agriculture should follow a value chain. In my opinion, we need to influence the output stage, the market; and the science and technology sector," shared the Director of the Department of Science and Technology.

According to Nguyen Hong Ky, Director of the Department of Transport, restructuring public investment involves many aspects related to infrastructure, including information technology, but this issue remains unclear.

In conclusion, the Chairman of the Provincial People's Committee highly appreciated the preparation of the report by the Department of Planning and Investment, and basically agreed to approve the report on the implementation of the economic restructuring project associated with the transformation of the growth model and investment restructuring of the province in the period 2014-2016, and tasks and solutions until 2020.

The Chairman of the Provincial People's Committee also affirmed that this is an important project, therefore, attention should be paid to tasks related to the implementation of the three strategic breakthroughs (including: administrative reform, perfecting the market economy institutions, developing a synchronous and modern socio-economic infrastructure, and developing human resources); and attention should be paid to the fields of health and education.

Furthermore, to effectively restructure investment and achieve a budget revenue of 25,000-30,000 billion VND by 2020, balancing revenue and expenditure, the Chairman of the Provincial People's Committee emphasized the need for breakthrough solutions and effective investment attraction mechanisms and policies. Attention should also be paid to environmental protection and ensuring security and order.
