Overview of the working session.

At the beginning of the working session, the Department of Planning and Investment reported on the implementation of the economic restructuring project associated with growth model transformation and investment restructuring of the province in the period of 2014-2016, and tasks and solutions until 2020.

Implementing Decision 339 of the Prime Minister on approving the overall economic restructuring project associated with growth model transformation in the period 2013-2020, the Provincial People's Committee issued Decision No. 3278 promulgating the action program to implement the Government's project. In the period of 2014-2016, implementing the Government's policy on investment restructuring, focusing on restructuring public investment, investment management from the state budget and government bonds was increasingly improved, policies to attract and mobilize other capital sources for investment were focused on. The results showed that it prevented widespread investment and strictly managed the issuance of public investment policies.

Speaking about this content, Director of the Department of Education and Training Nguyen Thi Kim Chi said that for the education sector, there are 3 tasks that need to be focused on: investing in the system of boarding schools, semi-boarding schools, Phan Boi Chau specialized schools and some key schools; improving human resources and rebuilding the network of vocational schools, continuing to advise on policies and mechanisms in restructuring vocational schools, supporting children of poor households to study vocational training.

Agreeing with the view that human resources must be improved, Director of the Department of Science and Technology Tran Quoc Thanh said that in the economic sector, the core of restructuring is to increase productivity and production efficiency, which is related to technological innovation and improving the quality of human resources.

"In addition, in restructuring public investment, it is necessary to pay attention to the structure of public service, the structure of the state's "stimulating" financial resources more appropriately, and pay more attention to the policy mechanism. Director of the Department of Transport Nguyen Hong Ky said that restructuring public investment is closely related to infrastructure, including information technology, but this issue is still unclear.

Concluding this content, the Chairman of the Provincial People's Committee highly appreciated the report preparation work of the Department of Planning and Investment, basically unanimously approved the report on the implementation of the economic restructuring project associated with growth model transformation, investment restructuring of the province in the period of 2014-2016, tasks and solutions until 2020.

The Chairman of the Provincial People's Committee also affirmed that this is an important project, therefore, it is necessary to focus on tasks related to the implementation of 3 strategic breakthroughs (including: administrative reform, perfecting the market economic institution, developing a synchronous and modern socio-economic infrastructure, developing human resources); paying attention to the health and education sectors.
