(Baonghean.vn) - On the morning of November 10th, the Culture and Social Affairs Committee of the Provincial People's Council conducted a survey on the implementation of the process of investigating, reviewing, and evaluating poor and near-poor households in Chau Binh commune, Quy Chau district.

Chau Binh is a particularly disadvantaged commune in Quy Chau district. The lives of the local people mainly depend on rice production, forest conservation, and protection, with no other economic models or occupations developed. The poverty rate is 36.14% and the near-poverty rate is 18.15%. In some villages, the poverty rate is exceptionally high, such as Pha Day village at 75% and Binh Tho village at 40%.

Through direct surveys of several poor households in the communes of Bản Lạnh, Bản Luồng, and Bản Hạt, the survey team found that the local authorities' investigation, review, and assessment of poor households were quite accurate. The main reason for poverty was the lack of resources for economic development; each household only had 1.5-2 sao (approximately 1000-1200 square meters) of rice paddy land, and the area allocated for forest conservation and protection was 4-7 sao (approximately 1000-1200 square meters).

Regarding the process of investigating, reviewing, and assessing poor households, it is ensured to comply with regulations and guidelines. However, the process of investigating, reviewing, and assessing poor households still faces some difficulties. This is due to the fact that the majority of the people still have a mentality of waiting and relying on others, and have not truly strived and worked hard to overcome poverty. Some investigators have not fully reflected the necessary information for investigation. This leads to some criteria for identifying poor households not being objective and accurate.

Based on the survey, the Culture and Social Affairs Committee of the Provincial People's Council suggested that the Party Committee and the government of Chau Binh commune should have effective solutions and plans for poverty reduction. At the same time, attention should be paid to promoting awareness, especially among young families, to encourage active labor and production to escape poverty. In conjunction with this, an objective and accurate survey, review, and assessment of poor households is needed to focus efforts appropriately and target the right beneficiaries, helping poor households and individuals escape poverty.
