'Need to enhance Nghe An's attractiveness in the region'

(Baonghean.vn) – Nghe An’s results in attracting domestic capital are quite impressive in the context of many unfavorable factors at home and abroad. However, despite having a similar geo-economic position, the FDI source pouring into Thanh Hoa is greater. It is necessary to improve Nghe An’s attractiveness compared to other provinces in the Northeast, especially Thanh Hoa.

Nghe An Newspaper summarizes the opinion of Mr. Le Xuan Sang, Deputy Director of the Vietnam Economic Institute at"Developing Nghe An to 2020 in the spirit of Resolution 26 - NQ/TW"held in Vinh city on October 29.

Nghe An has many geographical economic disadvantages, but it is not impossible to rise up and make a stronger breakthrough. The most general direction is to make more efforts to improve the business and competitive environment, focusing on developing industries where the disadvantage of being far from major economic centers has little impact on production costs, relying more on its comparative advantages and competitive advantages through taking full advantage of the benefits of the information and communication technology revolution (especially the Internet, mobile phones, digitalization) ...

With such spirit, the development orientations of Nghe An in the new integration context mainly include the following factors:

One is, continue to be steadfast in reforming economic institutions and the business environment in the province in the direction of creating more favorable conditions (better serving) domestic enterprises, attracting quality FDI enterprises, and creating Nghe An as a good model of a Development-Creating Government.

Two isIn the context of high development needs but limited response capacity, there needs to be a roadmap (time, method and capacity) to implement the solutions that Resolution 26 directs and the Province's planning, prioritizing the implementation of solutions that have great impact, are feasible and enhance the province's competitiveness in the long term.

Third,To attract more investment capital and other resources to Nghe An, the consistent strategy is to greatly enhance the attractiveness of Nghe An compared to other provinces in the Northeast, especially Thanh Hoa.

Four is, creating a more favorable environment, promoting the spirit of technology startups in line with the strengths of Nghe An's IT infrastructure, the quality and spirit/capacity of human resources of Nghe An, Ha Tinh and Thanh Hoa.

Five is, make greater efforts, focus more resources and be more effective to make Nghe An become the Center for Software Technology and the Center for Science, Education and Training in the North Central region.

Six is, for investment attraction policy: in addition to the efforts the Province is making, continue to promote attracting FDI enterprises, especially MNCs, into information technology, agricultural, forestry and fishery processing based on a thorough understanding of the strengths and weaknesses (especially environmental violations), value chains and production chains in the region of these enterprises.

Seven is, for the choice of development industry: need to focus and make more efforts in promoting information technology (especially software) and agricultural, forestry and fishery processing industry.

To avoid the risk of falling in rank and seize new opportunities, it is necessary to increase resources for the province to develop the software industry through implementing the following solutions: Mobilizing from budget sources, ODA to establish a pilot software technology incubator; creating a locomotive - spreading power and a foundation for developing information technology, software and business linkage chains in Nghe An and the North Central region.

For information technology and software, the risk of falling in the IT development ranking is quite high, especially compared to Bac Ninh, which means losing the opportunity to attract foreign investment for this industry. The fact that Da Nang is starting to overload the land for IT development is a good opportunity for Nghe An to attract foreign investment. Another opportunity is the current golden population structure of the province.

For the agricultural, forestry and fishery processing industry, more resources need to be allocated than before to promote development. For Nghe An, this is the industry with the best spillover effect, promoting related industries in the area/country while stimulating less imports from China than other industries.

The province should soon research and establish an agricultural, forestry and fishery incubator at a local university to promote the processing of these products, thereby effectively connecting the four manufacturers, putting them into practice and commercializing the products, which is a relatively new method. The food processing incubator is also a model worth considering, especially from Hanoi.

The above-mentioned orientations and solutions need to be prioritized in the new context of Nghe An. Because they have mutual impacts, some are the foundation for the remaining orientations and solutions, so it is hoped that they will be given due attention and efforts so that Nghe An can gradually grow stronger and become a development model for other provinces with disadvantaged geo-economic positions but can be creative, overcome difficulties and become prosperous.
