Stricter regulations are needed regarding land leasing to foreigners.
(Baonghean.vn) - This was the opinion of a National Assembly representative from Nghe An province during the plenary session discussing the draft Law on National Defense (amended) on the afternoon of May 22nd.

The majority of National Assembly deputies agreed on the promulgation of this draft law to ensure consistency and uniformity with the system of related legal documents on national defense; and to be in line with the requirements and tasks of protecting the Fatherland in the current situation.
Members of the National Assembly also commented that the draft law is fundamentally consistent with the Party's guidelines, policies, and principles, in accordance with the Constitution, and ensures uniformity within the legal system.
Speaking in the assembly hall about the draft law, National Assembly representative Tran Van Mao (Nghe An) stated that the draft law needs to ensure the integration of national defense with the economy, culture, and society, as well as the practical realities of integration and national development.
Representative Mão stated that, in recent times, this issue has revealed many problems that have caused concern among the people.
He cited, for example, the fact that land regulations do not allow foreign organizations and individuals to receive land use rights transfers in Vietnam, leading to a situation where foreign businesses and individuals lease land to conduct business.
However, public opinion still believes that the situation of foreigners buying or leasing land to live along the coast in many provinces and cities across the country, even in locations sensitive to national defense and security, is causing dangerous consequences and raising concerns among the people.
Regarding the state of war, the state of national defense emergency, martial law, and curfews, the Deputy Head of the National Assembly Delegation of Nghe An province stated that the provisions of this chapter relate to the rights and obligations of citizens as stipulated in Clause 2, Article 14 of the 2013 Constitution, specifically:Human rights and civil rights can only be restricted by law when necessary for reasons of national defense, national security, public order, social safety, social morality, and public health.
Therefore, the delegates emphasized that when drafting regulations related to these issues, it is necessary to ensure they are consistent with the provisions of the Constitution.
Tomorrow (May 23), National Assembly deputies will continue working in the Assembly Hall and in committees on issues related to the Law on Special Administrative and Economic Units of Van Don, Bac Van Phong, and Phu Quoc; the Law amending and supplementing a number of articles of laws related to the Planning Law, the Crop Production Law, etc.
