Dự án Trung tâm Y tế thị xã Hoàng Mai (giai đoạn 1), được HĐND tỉnh thông qua bằng Quyết định số 98/QĐ-HĐND ngày 30/10/2015. Đây được xem là dự án y tế trọng điểm, đáp ứng nhu cầu khám, chữa bệnh cho người dân sau khi thị xã Hoàng Mai được thành lập vào năm 2013. Công trình kỳ vọng tạo dựng cơ sở hạ tầng y tế hiện đại, đồng bộ, góp phần nâng cao chất lượng chăm sóc sức khỏe và phục vụ mục tiêu phát triển đô thị phía Bắc Nghệ An.

Trước đó, Trung tâm Y tế thị xã Hoàng Mai được thành lập năm 2014 theo Quyết định số 1577/QĐ-UBND của Chủ tịch UBND tỉnh Nghệ An, với 50 cán bộ, nhân viên được điều chuyển từ Bệnh viện Đa khoa huyện Quỳnh Lưu và Trung tâm Y tế dự phòng huyện Quỳnh Lưu. Đến tháng 8/2020, đơn vị tiếp tục sáp nhập Trung tâm

After its establishment, the Center took over the old Hoang Mai Regional General Clinic on National Highway 1. However, this facility was degraded, cramped, frequently flooded, and could not meet the increasing health care needs of the people. Therefore, investing in the construction of a new Medical Center was an urgent requirement to ensure health service conditions for the people in the area.

After being approved by the Provincial People's Council, on October 31, 2016, the Provincial People's Committee also decided to approve the detailed planning of the project and assigned the People's Committee of Hoang Mai town at that time as the investor. Accordingly, phase 1 was built with a scale of 100 hospital beds, with items such as: 5-storey medical examination and treatment building; in addition, there are also auxiliary items such as: Ground floor; parking lot; security guard house; house for generators and fire pumps, domestic water supply; wastewater treatment pump operator house; water tank; outdoor water supply system; drainage system; fence...

The total initial investment of this project is more than 63.3 billion VND, of which the central budget is more than 59.683 billion VND, the town budget is more than 3.688 billion VND. The project started on March 11, 2020, with an implementation schedule of 4 years.

After several adjustments, the total investment in phase 1 was increased to VND66,315 billion. At the same time, the project implementation period was also adjusted by 1 year, to March 11, 2025.

However, although phase 1 of this project has been basically completed, in this phase there is no solid waste collection area, medical waste, power station to operate the wastewater treatment system... Not to mention that at the time of implementing phase 1 of the project, the regulations on fire prevention and fighting have not been strictly adjusted. Therefore, it has affected the operation of the project.

It is necessary to complete the items soon to put the project into use.

According to the plan, when phase 1 is completed, phase 2 of the project will begin. Therefore, from October 18, 2021, the Provincial People's Council also issued Resolution No. 48/NQ-HDND, implementing phase 2 of the Hoang Mai Town Medical Center construction project. The scale of phase 2 includes items such as: Pharmacy; Medical gas warehouse; Warehouse for supplies and equipment repair; Preventive medicine block (3 floors); Nutrition area, dining room; Funeral home; Garage. In addition, there are a number of additional items such as waste treatment area; 2,000KVA power station; lighting system; garden... The total initial investment of phase 2 is 80 billion VND.

During the process of implementing the procedures for phase 2, on October 18, 2024, the Provincial People's Council issued Resolution No. 83/NQ-HDND adjusting the total investment for phase 2 of this project to 135 billion VND. Of which, the provincial budget is 55 billion VND; the source of increased revenue and annual budget savings is 20 billion VND and the Hoang Mai town budget is 60 billion VND. Currently, phase 2 has not been implemented.

In reality, phase 1 has been basically completed, but phase 2 has not been implemented yet, leading to a situation where the project is "finished but not finished", wasting resources and prolonging the time people have to continue to seek medical treatment in conditions of old and degraded facilities.

Mr. Ho Sy Duong - Director of Hoang Mai Town Medical Center, said: In the past, despite efforts to overcome difficulties, the current facilities and infrastructure have seriously degraded and are often overloaded. The unit is allocated 100 beds, but in reality, it is always over capacity, although we have tried to arrange the best possible locations for beds, but we cannot meet the demand. In particular, the current location is lower than National Highway 1A, so it is often flooded, which has greatly affected the medical examination and treatment of the unit.

Mr. Duong also said that the new facility is located about 1km away from the current facility. The unit has also considered the proposal to move some departments and specialized rooms to the new facility to reduce the load on the old facility, but after thinking about it, it is not suitable, and the authorities do not allow it.

According to our research, after the implementation of the two-level local government, Hoang Mai town no longer exists, the transfer of this project to the ward and commune levels has also been carried out. Because this project was previously located in Mai Hung ward (now Quynh Mai ward), the Provincial People's Committee has transferred the project to Quynh Mai ward for management and implementation.

Mr. Ho Van Cay - Chairman of Quynh Mai Ward People's Committee said: After being assigned by the Provincial People's Committee, the ward has completed the technical economic report and submitted it to the Department of Construction for comments. It is expected that in the near future, the bidding will be conducted and the construction of phase 2 of the project will be implemented.

It can be affirmed that the investment in Hoang Mai Town Medical Center is a right step, meeting the requirements of urban development and the medical examination and treatment needs of people in the northern Nghe An region. However, the shortcomings in the project establishment, initial design appraisal and objective factors such as changes in fire prevention and fighting standards have caused the project to be delayed for a long time.

In the context of increasing demand for medical examination and treatment, people's waiting time has lasted for many years, it is extremely necessary to complete related procedures as soon as possible, urgently arrange resources to implement phase 2 of the investment project to build the Hoang Mai Town Medical Center. The authorities need to conduct a comprehensive review, quickly remove obstacles, and promptly implement items so that the project can be put into effective operation, avoiding long-term waste and degradation.
