Obstacles need to be removed to ensure the project is implemented on schedule.
(Baonghean) - The Son Ha Urban Housing Project in Nghi Lien commune (Vinh City), invested by Son Ha Construction Joint Stock Company, has allocated the low-rise residential land in the Southeast (old plan) to be converted into a green park area... On August 15, 2017, Nghe An province approved the adjustment of the detailed construction plan at a scale of 1/500.

The most prominent feature is the 12-story mixed-use service and residential building (covering nearly 1,608 m2), comprising one basement parking level, one mixed-use service level, and ten floors of apartments. In addition to allocating a significant amount of space for greenery, the developer has also dedicated over 11,632 m2 for roads and transportation infrastructure.

To ensure the Son Ha Urban Housing Project proceeds on schedule, the Provincial People's Committee issued Document No. 3646/UBND-CV dated May 28, 2018, requesting relevant departments and agencies to advise on resolving obstacles.
Accordingly, the investor is required to coordinate with relevant authorities at all levels to organize the demarcation of the site, recalculate land tax prices, and complete all related procedures to implement the newly approved revised project, especially regarding traffic safety. The investor must manage the implementation of the planning, investment, construction, and real estate business in accordance with the approved plan, the intended land use, and the schedule. The investor must publicly disclose all project-related information so that the public can be informed and monitor its implementation…

Following the direction of the Provincial People's Committee, on June 29, 2018, relevant departments and agencies formed an inter-agency team (including: the Department of Transport; the Provincial Traffic Safety Committee Office; the Vinh City People's Committee; and Nghe Tinh Railway Joint Stock Company) to conduct on-site inspections, review relevant project documents, and work directly with the investor. In addition, the Department of Transport issued Official Letter No. 1943/SGTVT – TTr dated July 3, 2018, regarding the handling of issues related to the project. The most significant obstacle affecting the project's progress was the lack of access roads for construction. After the completion of the railway overpass (Nghi Kim), the old National Highway 1A passing through the project area became impassable; furthermore, the project's entrance crossing the railway at Km 314 + 344 (North-South railway line) was blocked off.

To address the difficulties faced by investors and expedite the construction progress of the Son Ha Urban Housing Project, the most urgent issue now is to accelerate the construction of the eastern access road of the North-South railway line passing through Nghi Lien commune (Vinh City). However, the access road project, which has already reached Nghi Lien, is currently facing difficulties regarding funding and obstacles in land clearance for the next section (passing through the project area).
To expedite the project progress, it is requested that funding be allocated for the construction of the access road in accordance with Decision No. 5323/QD-UBND. If the project funding is not allocated in a timely manner, land clearance should be organized, and the investor should be allowed to self-fund the construction of this access road section (the section from the project entrance to the foot of the Nghi Kim railway overpass).

It is known that after the authorities closed the level crossing at Km 314 + 344 (North-South railway line), many households in Nghi Lien and Nghi Kim communes were affected, especially residents of hamlets 18A, 18B, and 18C in Nghi Lien commune, who have been using this level crossing for decades.
Currently, the North-South railway access road project between Vinh City and Nghi Loc District is underway. This is a crucial project ensuring safety and security in the Vinh Airport area and reducing traffic congestion on National Highway 1A from Vinh City to Nghi Loc. Simultaneously, it will create an architectural and landscape axis for the area east of the North-South railway line, providing opportunities to attract investment and promote socio-economic development for the entire region.
