Sharing with reporters, Lieutenant Colonel Dao Trung Hieu, a criminology expert, said that in 2017, the Ministry of Public Security had consulted on the establishment of a Central Crime Prevention Fund. This included regulations on giving a bonus of 5 million VND to individuals and 20 million VND to groups with achievements in crime prevention.

However, there are currently no clear regulations on compensation and support for people who suffer losses in life, health, or property when participating in the fight against crime. Therefore, when losses occur, the application of regulations to support people is still confusing.

The death of a 29-year-old man who was about to get married and the passing of a 42-year-old father who left behind a young child have saddened many readers. Many questions have been raised about whether clubs operating under the "knight" model should be maintained or dissolved.

Responding to the press on the morning of May 15, Major General Phan Anh Minh, Deputy Director of Ho Chi Minh City Police, said: "Not everyone is qualified to be a "knight". According to him, "knights" must be educated in the law, must understand what they are allowed to do, what the regulations allow them to do differently from ordinary citizens, and what they are equipped with.

According to General Minh's analysis, the "knight" teams need to defend themselves but they are not allowed to use support tools. "Not everyone who wants to become a "knight" is qualified, there must be clear standards and regulations for this. But currently we have nothing," the Deputy Director of Ho Chi Minh City Police shared.
