(Baonghean.vn) - Recently, public opinion in Vinh City has been stirred up by the collapse of a rotating savings and credit association worth tens of billions of dong. Participation in savings and credit associations has been regulated by law in Decree 19/ND-CP with quite strict provisions, however, most of the people's participation in savings and credit associations in the past has been in violation of the law, leading to loss of money and violation of criminal law.
