The National Center for Hydro-Meteorological Forecasting said that storm No. 3 Wipha is continuing to move rapidly and has a tendency to strengthen again, threatening the northern Gulf of Tonkin and coastal provinces from Quang Ninh to Nghe An with level 14 gusts of wind and very heavy rain.
