Fake criminal police swindle more than half a billion dong
(Baonghean.vn) - From impersonating an officer of the Criminal Police Department, "protecting" passenger vans when participating in traffic, introducing a connection to send people to the UK for export at low cost and embezzling 520 million VND from Dung and then disappearing.
On the afternoon of September 27, the People's Court of Nghe An province opened a criminal trial, tried at first instance, and sentenced Bui Van Binh (30 years old), residing in Trang Son commune, Do Luong district, to 12 years in prison for fraud and property appropriation.

According to the case file, in mid-April 2015, Binh, dressed elegantly, took the initiative to get acquainted with Mr. Nguyen Trong Hien - a bus driver running the Do Luong - Hanoi route. Binh introduced himself as Tuan Anh, an officer of the Criminal Police Department of the Ministry of Public Security on duty. Tuan Anh promised to "protect" Dung's bus if it encountered any problems while participating in traffic.
After a few times the bus encountered difficulties, Mr. Hien called for help and was successfully helped by Binh, so he placed his absolute trust. Knowing that "the fish had taken the bait", the "fake" police started to introduce Mr. Hien to a connection that could send people to the UK for export at a low cost.
Believing him, Mr. Hien asked Tuan Anh to do the procedures for him to go abroad. Mr. Hien went to the bank 7 times to transfer a total of 520 million VND into Tuan Anh's account to complete the procedures. However, after transferring the full amount, Mr. Hien could not contact Tuan Anh.
In July 2015, Nghe An Province Police initiated a case of fraud and property appropriation. Collecting documents, the police determined that "Tuan Anh - an officer of the Criminal Police Department" was Bui Van Binh. However, the suspect had fled, so the police issued a wanted notice.
After months of tracking the fugitive, detectives discovered Bui Van Binh hiding in Binh Duong province. In mid-June 2016, Binh was arrested in Thuan An town (Binh Duong) and extradited to Nghe An.
The conclusion of the indictment of the People's Procuracy of Nghe An province stated that Binh's above actions directly violated the property rights of others. Binh's actions also affected the order and security in the area, causing danger to society, and needed to be brought to a strict trial before the law.
