"The extended arm" in Chau Ly

(Baonghean) - With only about two months left until the big event: the election of National Assembly representatives and People's Council representatives at all levels, on May 22, 2016, many People's Councils are currently summarizing and drawing lessons from their activities during the 2011-2016 term. Chau Ly commune is also pondering how to improve the quality of its representatives and the quality of its People's Council's activities.

In Chau Ly commune, at the beginning of the 2011-2016 term, the People's Council had 28 representatives. Midway through the term, one representative transferred to another position. Currently, the commune has 27 People's Council representatives, organized into 4 representative groups, each with a group leader and a deputy group leader who also serves as secretary. Throughout this period, Chau Ly has paid special attention to maintaining contact with and promoting the role of People's Council representatives and representative groups, prioritizing the quality of People's Council representatives, specifically their moral character, qualifications, practical abilities, responsibility, and dedication to their work. Because only with high-quality representatives and effective People's Council representative groups can the People's Council of the commune meet the requirements, tasks, and expectations of the voters.

The reality has confirmed: the quality of the leadership determines the quality of the movement, and the People's Council group in the commune is no exception. The selection and nomination of group leaders plays a crucial role. Like choosing the flagpole from a bundle of chopsticks, the group leader must be an outstanding individual, dedicated and enthusiastic in their work. During the 2011-2016 term, Chau Ly commune selected such group leaders. The four group leaders – Nguyen Thi Loan, Vi Van Thanh, Lo Van Quynh, and Nguyen Dinh Khoa – all performed their duties excellently. Maintaining contact with the delegates and the People's Council group was given special attention.

This role is not only played before, during, and after the sessions, but it is a regular activity. Thanks to this connection, the Standing Committee of the Commune People's Council always understands the thoughts and aspirations of the voters and of each individual representative. This helps to handle issues proactively, promptly, effectively, and realistically, without waiting until the "spring and autumn" sessions of the People's Council to raise, decide, or act upon them.

Mr. Vi Van Thanh, head of Group 1 of the Chau Ly Commune People's Council, was awarded a certificate of commendation by the District People's Committee for outstanding performance during the 2011-2016 term.

Recognizing the importance of pre-session activities for delegates and delegate groups of the People's Council, the Standing Committee of the People's Council of the commune always proactively directs and coordinates the thorough preparation of documents and texts for the sessions, and plans for delegates and delegate groups to conduct meetings with constituents as prescribed by law. After completing the meetings with constituents, the delegate groups schedule group meetings, and the Standing Committee of the People's Council of the commune assigns representatives to attend these meetings with the groups.

The organization of group meetings in Chau Ly also has a very unique characteristic: the meetings are held alternately in different villages. One meeting is in one village, the next is in another. Using the funds allocated for the meetings, after each meeting, the delegates invite guests and fellow group members to visit their homes, share meals, and celebrate together over cups of rice wine and herbal tea... fulfilling their bonds of friendship and fostering a deeper understanding among themselves.

The People's Council delegation acts as an "extended arm" and has truly been an extended arm of the Standing Committee of the People's Council in Chau Ly. It not only helps to understand the aspirations and wishes of voters and fulfill the roles, functions, and duties as stipulated by law, but also helps to monitor the activities of each People's Council representative, especially in the process of interacting with voters before, during, and after the sessions.

It is known that the People's Council of Chau Ly commune recently received a certificate of commendation for its achievements during the 2011-2016 term. This shared joy is largely due to the contributions of the delegates and delegate groups of the People's Council. We are confident that this will continue to be multiplied and further developed in the future.
