North-South Expressway section through Nghe An expected to collect tolls from December 2024
Project investors and related parties are making efforts to complete the items so that the expressway sections through Nghe An can collect operating fees from vehicles.
According to information from the representative of Phuc Thanh Hung Investment Joint Stock Company - one of the 5 enterprises investing in the North - South expressway project, Dien Chau - Bai Vot section (Ha Tinh): This is the last completed expressway section of the expressway journey from North to South (from Hanoi to Ha Tinh), but up to this point, almost the entire main route and the service road system of the project have been completed, ensuring smooth and safe traffic for vehicles.
According to observations, along with the toll stations located on the main North-South expressway route through Dien Cat commune, the toll stations and toll station operators at the on-off intersections have also completed the infrastructure construction. Currently, contractors are completing the installation of electrical systems and infrastructure, equipment and machinery will be installed at the toll stations.
Dien Chau - Bai Vot Expressway is one of 11 component projects of the North - South Eastern Expressway Project Phase I (2017-2020) and is one of three component projects invested in the form of public-private partnership (PPP). The project started construction in May 2021 and the first 30 km of the route (from the QL 7A intersection to the QL 46B intersection, in Nghe An province) was opened to traffic on April 30, 2024. The remaining 19 km (from the QL 46B intersection to the QL 8A intersection) was opened to traffic on June 30, 2024.
Talking to us, a representative of the Department of Transport added: Although there is no official information from the Ministry of Transport on the time of toll collection operation, with the active preparation of project enterprises, if everything goes well, toll collection on the Dien Chau - Bai Vot expressway section will be carried out from December 2024.
Along with the Dien Chau - Bai Vot expressway package, other packages of the North - South expressway from Hanoi including Cao Bo - Mai Son, Mai Son - National Highway 45, National Highway 45 - Nghi Son and Nghi Son - Dien Chau have also officially been put into operation to collect vehicle fees.
According to the signed contract, the toll fee on the Dien Chau - Bai Vot expressway for vehicles with less than 12 seats, trucks with a load capacity of less than 2 tons, and public passenger buses is 1,700 VND/km. Vehicles with 12 to 30 seats, trucks with a load capacity of 2 tons to less than 4 tons have a toll fee of 2,210 VND/km. Vehicles with 31 seats or more, trucks with a load capacity of 2 tons to less than 10 tons, have a toll fee of 2,890 VND/km.
Trucks with a load capacity of 10 tons to under 18 tons, trucks carrying goods in 20-foot containers are 4,590 VND/km. Trucks with a load capacity of 18 tons or more, trucks carrying goods in 40-foot containers are 6,460 VND/km. The toll collection period for this highway is 16 years and 6 months. The toll collection rate is adjusted specifically each year. By 2040, the lowest toll collection rate for vehicles traveling on this highway will be 3,000 VND/km, the highest will be 11,400 VND/km.
Similarly, the North-South Expressway section, Nghi Son - Dien Chau, is invested by the State, so the toll rate is lower. Specifically, according to the announcement, cars with less than 12 seats, trucks with a load capacity of less than 2 tons, and public passenger buses range in two levels from 900 VND to 1,300 VND/km; cars with 12 to 30 seats, trucks with a load capacity of 2-4 tons, the toll rate is from 1,350 to 1,950 VND/km; cars with 31 seats or more, cars with a load capacity of 4 tons to under 10 tons, the toll rate is from 1,800 to 2,600 VND/km; cars with a load capacity of 10 tons to under 18 tons, trucks carrying goods in 20-foot containers, the toll rate is from 2,250 to 3,250 VND/km; Trucks weighing 18 tons or more, trucks carrying goods in 40-foot containers cost from 3,600 to 5,200 VND/km.
The North-South Expressway section through Nghe An has a total length of 87.9 km, including 2 sections, of which from Truong Vinh tunnel (Hoang Mai town) to Dien Cat commune (Dien Chau), National Highway 7A is invested by the budget and the section from Dien Cat to Hung Duc bridge (Hung Nguyen) is invested in the form of public-private partnership (PPP). In Nghe An, there are 5 expressway toll collection locations, of which 1 main toll station is located on the expressway in Dien Cat commune, the area near the junction between Nghi Son - Dien Chau expressway package and Dien Chau - Bai Vot package; 4 stations are located at the on-off intersections in Quynh Vinh (Hoang Mai town), Quynh My commune (Quynh Luu), Dien Cat commune (Dien Chau), Nghi Phuong commune (Nghi Loc) and the intersection of National Highway 46B - Hung Tay commune (Hung Nguyen).
Previously, in order to prepare the legal basis for collecting highway operation fees, the Government issued Decree No. 130/2024/ND-CP effective from October 10, 2024, accordingly, the highway usage fee collected for vehicles traveling on the highway ranges from VND 900/vehicle/km to VND 5,200/vehicle/km. There are 5 groups of subjects subject to highway usage fees, including:
- Group 1: Vehicles with less than 12 seats, trucks with a load capacity of less than 2 tons; all types of public passenger transport buses.
- Group 2: Vehicles with 12 to 30 seats; trucks with a load capacity of 2 tons to under 4 tons.
- Group 3: Vehicles with 31 seats or more; trucks with a load capacity from 4 tons to under 10 tons.
- Group 4: Trucks with a load capacity from 10 tons to under 18 tons; container trucks under 40 feet.
- Group 5: Trucks with a load capacity of 18 tons or more; container trucks of 40 feet or more.
