The North-South Expressway section passing through Thanh Hoa and Nghe An provinces currently lacks gas stations.
According to information from Phuc Thanh Hung Joint Stock Company - one of the enterprises involved in the construction of the North-South Expressway project, the North-South Expressway from Ninh Binh to Bai Vot (Ha Tinh) is approximately 210 km long, and currently only has one main rest stop in Ninh Binh province with a gas station.
This situation arises because, during the bidding process organized by the Ministry of Transport to select contractors for rest stop services, although contractors have been chosen, the process of completing procedures, paperwork, construction, and operation of these rest stops still requires a considerable amount of time, expected to take until the end of 2025 or even six months.
According to a report from the Ministry of Transport, while awaiting the completion of investment and operation of rest stops, the Ministry has directed relevant agencies and units to organize eight temporary rest stops along the Eastern North-South Expressway that currently lacks them. Specifically, on the section from Hanoi to Vinh, in addition to the two existing rest stops on the Hanoi-Ninh Binh section – the rest stop at Km 227 of the Cau Gie-Ninh Binh Expressway (invested by VEC, located in Ha Nam province) and the Xuan Khiem rest stop at Km 269 of the Cao Bo-Mai Son Expressway, Ninh Binh province – the Ministry has also arranged four temporary rest stops.

Accordingly, there are 4 temporary rest stops from Xuan Khiem rest station (Ninh Binh) along the Eastern North-South Expressway to Bai Vot (Ha Tinh), including: stop 1 at Km 329 + 700 on the Mai Son - National Highway 45 section; stop 2 at the entrance to Truong Vinh tunnel - Km 386 + 360 on the Nghi Son - Dien Chau section; and the 3rd temporary stop is located at the entrance to Than Vu tunnel - Km 438 on the Dien Chau - Bai Vot section (each stop is located on the left and right sides of the route), and there is one more temporary stop at Bai Vot.
There are no gas stations at these temporary rest stops, so vehicles needing fuel can go to intersections or junctions to refuel before refueling on the highway.
According to a representative from Section 6 of the Ministry of Transport, responsible for the North-South Expressway section through Nghe An province, the official rest stop in Dien Cat commune is located there, but it will take approximately one year to complete. Therefore, the Ministry recommends that local authorities coordinate the investment and construction of gas stations at interchanges to provide greater convenience for vehicles.
