Dien Chau - Bai Vot Expressway is preparing for official operation.

The output of the packages reached 100%.

The Dien Chau - Bai Vot expressway project has a total investment of 11,157.82 billion VND, of which BOT capital is approximately 4,461.80 billion VND. The route is constructed by a consortium of contractors including: Hoa Hiep Company Limited - CIENCO4 Group Joint Stock Company - Nui Hong Investment Company Limited - Truong Son Construction Corporation - VINA2 Investment and Construction Joint Stock Company. The total length of the route is 49.3km, passing through the districts of Dien Chau, Nghi Loc, Hung Nguyen of Nghe An province (44.4km) and Duc Tho district of Ha Tinh province (4.9km).

Up to now, the cumulative output of the project has reached 8,595.1/8,595 billion VND (equal to 100% of the contract) and the arising non-contractual amount is 73 billion VND (provisional). Specifically, there are 4 construction packages that have completed 100% of the value. The project enterprise has disbursed 8,062.402 billion VND for the project.

The project has completed the entire main route and since June 30, 2024, the road has been temporarily in operation. However, there are still some items arising at the site due to local requirements outside the contract. The enterprise has coordinated with the parties to handle them. The project enterprise has also coordinated with the Ministry of Transport, the Department of Expressways, the Department of Construction Investment Management and Project Management Board 6 to complete the documents and appendices of the BOT contract.

Carefully prepare the official operating conditions

Mr. Giap Van Binh - Deputy General Director of Phuc Thanh Hung Joint Stock Company - the project enterprise, said: Before collecting tolls, the Ministry of Transport will issue a decision to allow. At this time, the unit continues to carry out maintenance, repair and operation work for the main route that has been open to traffic since June 30, 2024.
The unit has coordinated with relevant agencies to refund and overcome the shortcomings caused by the contractors during the construction process. In addition, it has completed procedures and reports to organize acceptance of completed works to put into use and carry out procedures to officially collect tolls; implemented a handover plan to localities and the Vietnam Road Administration for overpasses, underpasses, level crossings, etc.

The project enterprise has also signed a contract to supervise the construction, installation and operation with the following units: Hiring supervision consultants as a joint venture of the Institute of Transport Science and Technology, the Big Bridge and Tunnel Design Consulting Joint Stock Company, and the Nghe An 6 Consulting Company to supervise each section. Signing a contract with the unit directly in charge of the up and down checkpoints, patrolling the road, promptly handling problems arising on the route such as scattered goods, traffic accidents to serve the safety work and protect assets...

Although the toll has not been collected yet, the cost of renting to ensure the safety of the route has reached nearly 500 million VND/month in the past 6 months. The unit also focused on investing and installing a toll station system with modern equipment and machinery to ensure non-stop toll collection for vehicles passing through the highway.

Toll collection will only be carried out after the procedures, acceptance and test run meet the requirements. The toll rates have been signed with the Ministry of Transport before construction in each phase.

Mr. Giap Van Binh also noted that vehicles entering the highway must purchase a non-stop toll card. Toll stations currently do not collect cash. Vehicles that have not purchased a non-stop toll card will not be able to use the highway due to the regulations of Decree No. 32/2014/ND-CP.

Accordingly, vehicles must stick non-stop toll collection tags on the windshield so that when passing through the scanning station, the information can be processed to facilitate vehicle traffic. The collection of service fees for the use and exploitation of highway works has been regulated: From July 15, 2023, for highwaysTo collect road service fees, the electronic toll collection (ETC) method must be applied. People can stick automatic toll collection tags at toll stations, at agents, or stick the toll collection tags themselves at home.

Dien Chau - Bai Vot Expressway collects tolls for 16 years and 6 months from the time the authorities allow toll collection. According to the contractors, in the past, due to limited options when traveling, some BOT routes often received protests from people who refused to pay tolls because toll stations were installed on old roads. Now people and vehicles have many options; if they do not use the expressway, people and vehicles can still use the old road with turns indicated on the signs.

The Ministry of Transport said: While waiting for the rest stops to complete investment and put into operation, the Ministry has directed agencies and units to organize 8 temporary rest stops along the North-South Expressway in the East without rest stops. In particular, the section from Hanoi to Vinh, in addition to the 2 rest stops currently operating on the Hanoi - Ninh Binh section, 3 temporary stations have been arranged from Mai Son (Ninh Binh province) to Vinh (Nghe An); the section from Ho Chi Minh City to Nha Trang has 5 temporary stations, including 3 temporary stations from Nha Trang to Ho Chi Minh City and 2 temporary stations from Ho Chi Minh City to Nha Trang.
