Did the subordinates get angry, or was it only Secretary Trong who remained resolute?

Yesterday, the Central Disciplinary Committee announced the conclusions of its 17th session, reviewing and concluding on several important issues. Among them,The Central Disciplinary Committee has pointed out the violations and shortcomings.Of the members of the Standing Committee of the Da Nang City Party Committee for the 2015-2020 term, Mr. Nguyen Xuan Anh (Member of the Central Committee of the Party, Secretary of the City Party Committee, Chairman of the Da Nang City People's Council) and Mr. Huynh Duc Tho (Deputy Secretary of the City Party Committee, Secretary of the Party Committee of the City People's Committee, Chairman of the Da Nang City People's Committee);
Simultaneously, the results of the investigation into suspected violations by the Party Committee of the Gia Lai Provincial People's Committee and Mr. Pham The Dung, former Deputy Secretary of the Provincial Party Committee, former Secretary of the Party Committee, and former Chairman of the Gia Lai Provincial People's Committee, were announced; disciplinary action was considered and taken against the Standing Committee of the Party Committee and some members of the Board of Directors of the Vietnam Chemical Group; disciplinary action was considered and taken against some individuals belonging to the Standing Agency of the Steering Committee for the Southwest Region; and the conclusions of the Party's financial audit of the Standing Committee of the Dak Nong Provincial Party Committee were announced.

The issue of disciplining Party officials is not new. However, in the past, disciplinary measures were often limited to general criticism, lacking clarity. Now, discipline is more specific, targeting the right person for the right offense. Looking back, each such instance shows that the Party is growing stronger.
Both theory and practice have proven that one of the things that makes the Party strong is the trust of the people. When the people trust the Party, and the Party speaks, acts, and enforces discipline correctly, the Party's strength is multiplied.
According to Associate Professor, Dr. Bui Dinh Phong of the Ho Chi Minh National Political Academy, publicly disciplining cadres is very important; it benefits the Party and builds trust among the people. Through this, there will be a closer bond between the Party and the people: "As President Ho Chi Minh said, Party members who commit disciplinary offenses must be dealt with according to Party discipline."
"Such handling is not internal struggle, not factionalism; only a genuine, revolutionary party, a party for the people, can engage in self-criticism and criticism. We will deal with anyone according to their disciplinary actions. The history of communist parties has always been like this. Each time this happens, it only strengthens the Party and increases the people's trust."
Since the 12th Party Congress, the Central Inspection Commission has publicly announced many major cases involving serious violations by numerous Party officials and members at various levels. This shows that the Party is actively implementing a group of solutions to strengthen Party inspection, supervision, and discipline, demonstrating the high political determination of the Politburo and the 12th Central Committee.
In reality, especially during the period of national reform, due to the impact of the market economy, a segment of cadres and Party members have become corrupt and degenerate. This corruption and degeneration is partly caused by lax Party discipline and lax state laws, leading to indiscipline, self-serving behavior, corruption, waste, and moral and lifestyle degradation.
Mr. Pham The Duyet, former Chairman of the Central Committee of the Vietnam Fatherland Front, stated: If the actions are not resolute, effective, and coordinated, especially if they are limited to the actions of the Central Inspection Committee, the Steering Committee for Anti-Corruption, or the Central Internal Affairs Committee, then the people cannot be reassured and cannot consider it a commitment of the entire Party.
Mr. Pham The Duyet pondered: “Looking at the Ministries, sectors, the Fatherland Front, and mass organizations, are they actively involved, or is it only the General Secretary who is resolute, or are they just waiting for the eight inspection teams established by the General Secretary to inspect and supervise the handling of corruption and for the conclusions to be released in October? If it's the government, then it's also entirely Party members assigned to do this work. So, these places should take action themselves, don't rely on the inspection teams. I believe that if they can do that, the people will be enthusiastic and will trust them immediately.”
Handling the wrongdoings of individuals and organizations is necessary. But more fundamentally, we must find the root causes of each case. At the same time, we must also point out the mistakes, limitations, and weaknesses of the Party organization – when they know wrongdoing but fail to prevent it, or when they see right but fail to protect it. Implementing strict discipline within the Party will certainly restore the trust of cadres, Party members, and the people in the fight against "degeneration," negativity, corruption, and waste.
