On December 31st, the Criminal Investigation Agency of the Hanoi City Police announced that it is proceeding with legal proceedings against the couple Do Quang Chien, 23, and Tran Thi Tuyet, 21, both residing in Luu Hoang commune, Ung Hoa district, Hanoi City, for the crime of robbery. Previously, the Criminal Investigation Agency of the Hanoi City Police had issued an urgent arrest warrant for the two individuals.
According to initial reports, at 1:30 PM on December 21, 2016, a robbery occurred on Tran Phu Street, Ha Dong District, Hanoi.

The victim was Ms. Nguyen Thi Hai Yen, residing in Tan Yen district, Bac Giang province, who was riding her bicycle alone with a black Sony Xperia phone and other personal belongings in her bag. A man and a woman riding a Honda Dream motorbike followed her, and when they reached the area near the People's Security Academy, the male suspect approached her on the motorbike, snatched her phone with his left hand, and fled.
Upon receiving the report, the Anti-Robbery and Theft Team (Team 8) - Criminal Police Department of Hanoi City Police implemented professional measures to track down the perpetrators, especially the points of contact for the stolen goods.
As expected, after robbing Ms. Yen of her belongings, the couple, Chien and Tuyet, took them to Van Kiet Street in Hai Ba Trung District, Hanoi, to sell them, but were arrested. At the police station, the couple confessed to committing three other robberies, stealing handbags and money, in Hanoi.
It is known that both Chien and Tuyet have been heavily addicted to drugs for many years; Chien, in particular, had a criminal record in 2012 for illegally trafficking narcotics. Every day, this couple needed 300,000 to 400,000 VND to buy drugs. To get money for their drug habit, they would ride their motorbike around the streets, taking advantage of people's carelessness to snatch their belongings.
The Investigation Police Department of Hanoi City Police has seized two mobile phones and one Honda Dream motorbike as evidence in the case to aid in further investigation.
