Eliminate 100% of unnecessary business conditions and reduce processing time by 50%.
The People's Committee of Nghe An province has requested a significant reduction and simplification of administrative procedures, including the elimination of 100% of unnecessary investment and business conditions and a 50% reduction in the time and cost of completing these procedures.
The above content is stated in Official Letter No. 2442/UBND-KSTT dated March 16, 2026, on the implementation of administrative procedure reduction and simplification according to Government Resolution No. 66/NQ-CP.
Accordingly, the Provincial People's Committee requested departments and agencies to review and submit to the Chairman of the Provincial People's Committee for approval the plan to reduce and simplify administrative procedures, creating favorable conditions for investment and business activities, ensuring adherence to the directives of General Secretary To Lam and achieving the goals set for 2026.
Specifically, the goal is to cut and simplify 100% of unnecessary, contradictory, overlapping, or vague and unclear investment and business conditions; and to abolish 100% of investment and business conditions for sectors and professions not included in the list of conditional investment and business sectors and professions under the Investment Law.
Notably, the Provincial People's Committee aims to reduce the processing time for administrative procedures by 50% and compliance costs by 50% compared to 2024. In addition, 100% of administrative procedures stipulated in mandatory technical regulations and standards must be published, reviewed, reduced, and simplified; and 100% of business reporting must be conducted electronically. These tasks must be completed before May 30, 2026.
The Provincial People's Committee also requested continued review and submission of recommendations for the publication of administrative procedures and internal administrative procedure lists in accordance with the guidance of the Government Office.
Agencies and units shall review and submit for approval plans for reducing and simplifying internal administrative procedures, ensuring that 100% of internal administrative procedures between state administrative agencies and within each agency are reviewed; at the same time, they shall propose to competent authorities to reduce procedures, time, and costs of implementation, in accordance with the requirements of streamlining the apparatus and ensuring smooth and efficient operation.
In addition, it is necessary to strengthen the reduction and simplification of administrative procedures and investment and business conditions right from the process of drafting and promulgating legal documents; proactively propose and address difficulties and obstacles in practice.
The Provincial People's Committee has assigned the Provincial People's Committee Office to urge agencies, units, and localities to promote the provision of online public services throughout the province, ensuring the following goals: 100% of eligible administrative procedures are provided online; 100% of documents related to production and business activities are provided only once; 100% of administrative procedures are not dependent on administrative boundaries within the province; and 100% of internal administrative procedures are implemented electronically.
The People's Committee of the commune/ward shall coordinate with relevant departments and agencies in reviewing and simplifying administrative procedures; proactively propose and recommend solutions to any difficulties or obstacles that arise.
The Provincial People's Committee requests that agencies and localities periodically report the results of implementation to the Office of the Provincial People's Committee for compilation and reporting to the Provincial People's Committee.
