According to ancient texts,Sand(葛) means good, wholesome;Bank(岸) is the border, shore. The ancients used the name Cat Ngan (葛岸) with the meaning: A good Lam river bank area.

Cat Ngan is located in the North of Thanh Chuong district (old), with an area of ​​nearly 60 km² and a population of nearly 23,000 people. This is a land located between the Lam and Giang river basins, belonging to the merged communes of Cat Van, Phong Thinh and Minh Son. This is a land rich in traditions of solidarity, patriotism, revolution and studiousness.

The alluvial land along Lam River and Giang River is quite fertile, with rice, corn, and vegetable fields stretching out all year round, green. On the not-so-high hills are hills of tea, cassava, oranges, grapefruits, and guavas, rich and immense. The forest area is quite large, with stable coverage, creating potential for developing forest economy and integrated livestock farming. The transportation system has received investment attention. Do Cung Bridge - the people's eternal desire has come true; many inter-commune and inter-village roads have been paved, opening up opportunities for trade and service development.

However, many residential areas are scattered, infrastructure construction is still weak and unsynchronized. Trade and services are still limited. Natural disasters, storms, floods, and epidemics in recent times have greatly affected production and life. Due to being far from growth poles and large markets, investment attraction is still limited, there are no motivational projects, many families' lives are still difficult, etc. These are the challenges in the coming years for Cat Ngan commune to develop.

During the 2020-2025 term, under the leadership of Party committees and authorities at all levels, and the consensus of the people, the three communes of Cat Van, Phong Thinh, and Minh Son (old) have achieved proud results.

The economy has grown quite well. In agricultural production, there has been a shift towards land accumulation, forming concentrated production areas, and introducing new crop varieties into production. Acacia, orange, tea, and canarium - hill specialties - are increasingly affirming their brands. Livestock has developed strongly in a concentrated direction, applying new technology, many households have achieved high incomes from deer, bees, and crossbred cows. Forest planting and protection are focused on, maintaining coverage, and economic development is associated with environmental protection.

Services - trade, industry - construction have improved. Many individual businesses and small enterprises have been established, creating jobs on the spot. Agricultural and service cooperatives are operating more and more effectively, helping people consume products and participate in the OCOP Program. Up to now, the commune has products that meet 3-star standards, expanding the market outside the province.

Infrastructure has been invested in more synchronously. Dozens of new traffic works, schools, and cultural institutions have been built and upgraded. Resources come not only from the budget but also from contributions from the people; children far from home alone have contributed nearly 20 billion VND, demonstrating the spirit of solidarity and joining hands for the homeland.

The cultural and social fields have flourished. The rate of national standard schools has reached 100%, the quality of mass and key education has been affirmed. Medical work and health care have been focused on, especially disease prevention and control. The movement to build a cultural life has spread, the rate of cultural villages and cultural families has increased. Social security policies have been fully and promptly implemented, the rate of poor households has decreased year by year.

National defense and security are maintained, security and order are ensured, and the movement "All people protect national security" goes into depth. This is an important foundation for socio-economic development.

Party building and the political system are regularly paid attention to. Party cells maintain a regular routine, focus on improving the quality of party members, and attach importance to setting an example. The movement "Skilled mass mobilization" spreads, many good models and typical examples are replicated, creating a connection between the Party's ideas and the people's hearts.

However, there are still some targets that have not been achieved; economic development has not been commensurate with potential; budget revenue is not sustainable; and the quality of human resources is still limited. These shortcomings are pointed out to draw lessons and serve as a basis for the next term.

The 1st Congress of Cat Ngan Commune Party Committee, term 2025 - 2030, determined: The goal of building the homeland does not stop at meeting the advanced new rural standards, but also building a rich, civilized and sustainable countryside. Strive by 2030, the average annual economic growth rate will reach 8 - 8.5%; average income per capita will reach 80 - 85 million VND/year; the poverty rate will be below 1.5%; forest coverage rate will reach over 33%; modern, synchronous and sustainable infrastructure for social security, rich spiritual life,...

That aspiration is being materialized with clear directions. In agriculture, the focus is on transforming the structure of crops and livestock towards commodities, increasing value. Canarium trees, orange gardens in the hills, deer, cow and honeybee farms will continue to expand in scale, linked to brand building and product consumption chains. Encourage the development of clean agriculture, applying high technology, so that local products do not only stop at rural markets but also reach large markets.

In the industrial and handicraft sector, great expectations are placed on the Thanh Cat Industrial Cluster, with an area of ​​200 hectares, whose planning has been approved by the province. When put into operation, this will become a new growth engine, attracting businesses, creating jobs for thousands of workers, and at the same time, promoting the development of services and trade. The vision of a bustling industrial cluster in the heart of Cat Ngan today may be far away, but the belief and determination of the government and people are clearly present.

In terms of culture and society, as a place with many years of tradition, the commune is determined to continue improving the quality of education and health care, maintaining 100% of schools meeting national standards, building a team of dedicated and talented cadres, teachers, and doctors. Focus on preserving and promoting traditional cultural values, associated with building a cultural life.

The issue of protecting resources, the environment and sustainable development is given top priority. 100% of household waste will be collected and treated; “green - clean - beautiful” models will be replicated; the movement of planting trees and afforestation and planting scattered trees will be widely launched. This is not only an immediate solution but also a long-term commitment for future generations.

Currently, the Giang River suspension bridge has seriously degraded; limiting all commercial activities between Cat Ngan commune and the traditional markets of neighboring communes. The officials and people of Cat Ngan commune earnestly hope that the superiors will invest in building a Chua hard bridge across Giang River to replace the old suspension bridge, creating important conditions for the development of the region.
