Can I still transfer money online if my citizen identification card has expired?

Mr. K. will turn 40 in December 2025 but has not yet renewed his national identity card as required. He has now been advised that his expired national identity card will no longer allow him to make online money transfers via his phone.

Mr. K. wonders: If his identity card has expired according to the age requirement for renewal, will he still be able to make online transfers or electronic banking transactions? If he cannot make transactions, what should he do to continue using banking services? This is a concern of Mr. Nguyen Thanh K. (Hop Minh commune, Nghe An province).

Reply:According to current regulations, the validity period of the citizen identification card (CCCD) is based on age. Specifically, Article 21 of the 2023 Citizen Identification Law stipulates that citizens must renew their citizen identification cards upon reaching the ages of 14, 25, 40, and 60. If the card is not renewed within the specified timeframe, it will become invalid.

In the banking sector, according to Clause 6, Article 16 of Circular No. 18/2024/TT-NHNN, amended and supplemented by Clause 2, Article 8 of Circular No. 45/2025/TT-NHNN, bank cards can only be used to conduct transactions electronically (including online transfers) when the customer's identification documents and biometric data have been verified and are still valid. Specifically, the card can only be used for electronic transactions after the verification process has been completed, ensuring that the identification documents and biometric information of the cardholder match the cardholder's information for individual customers and the legal representative for corporate customers.

...6. Cards may only be used to conduct electronic card transactions after verification has been completed to ensure that the identity documents and biometric information of the cardholder (for individual customers) and the legal representative (for corporate customers) match:

a) Biometric data stored in the encrypted information storage section of the citizen identity card or a verified identity card issued by the Public Security agency, or through the verification of the person's electronic identification account created by the Electronic Identification and Authentication System; or

b) Biometric data that has been collected and verified (ensuring a correct match between the person's biometric data and the biometric data in the encrypted information storage of the citizen identity card or the identity card that has been accurately verified as issued by the Public Security agency, or with the person's biometric data through electronic identity account verification created by the Electronic Identification and Authentication System); or

c) Biometric data is collected through face-to-face meetings with the individual in the case of foreigners who do not use electronic identities, or Vietnamese nationals whose nationality has not been determined; or

d) The person's biometric data is stored in the National Population Database in the case of using a citizen identity card that does not have a section for storing encrypted information.

Accordingly, in order to conduct online transactions and transfers, the information updated with the bank must match the information on the citizen identification card (CCCD).

Therefore, because Mr. K.'s identity card has expired and his identification information is no longer valid, the bank has the right to temporarily suspend or refuse online transfer transactions to ensure safety, prevent risks, and comply with legal regulations.

In order to conduct online transactions and transfers, Mr. K. had to get a new Citizen Identification Card (CCCD) and then update his information with the bank to ensure that the account information matched his identification documents.
