On June 21, news from the An Giang Provincial Police Department said that the agency had just issued a decision to temporarily detain Le Kha (born in 1999) and Nguyen Van Hiep (born in 1990) - residing in Vinh Tuong 2 Hamlet, Chau Phong Commune, Tan Chau Town, An Giang Province - for murder. The victim was Mr. Nguyen Hung Em (born in 1977, residing in Chau Phong Commune).

According to the initial investigation results, on the evening of June 17, Hiep and Kha and 4 friends went to drink at a restaurant in Vinh Tuong 2 hamlet, Chau Phong commune. At around 8:30 p.m. the same day, the group asked for the bill.
While this group was paying the bill, Mr. Nguyen Van Khang (born in 1996, son of Mr. Em) and his wife, Ms. Tran Thi Tu Nuong (born in 1992) and 3 of Khang's friends entered the restaurant and ordered drinks. The restaurant owner said they were out of drinks and were about to close, so Khang's group decided to leave. One of Hiep - Kha's group invited Khang to have a beer, but he refused. At this time, Khang glanced at Kha but was accused of "looking at him strangely". Seeing that, Khang's group left first.
Immediately after that, Hiep and Kha chased after Khang on a motorbike, using a helmet to hit him, but were stopped by everyone. Ms. Nuong ran home about 50 meters away to inform her parents-in-law to intervene. When they arrived, Mr. Em was hit on the head by Kha with a stick. After being stopped by people around, Mr. Em returned home.
Hiep took the car to take Kha home, but the man refused and told him to go back and continue to beat Mr. Em. When he caught up with Mr. Em, Kha jumped down and strangled him, while Hiep punched him. By the time people intervened, Mr. Em was unconscious. The victim was taken to the emergency room but died before arriving at the hospital.
After learning of Mr. Em's death, Hiep and Kha went to the police station to surrender. The autopsy results showed that Mr. Em died of mechanical asphyxiation due to strangulation.
