Neighbors were still in shock when they recalled the time the fire broke out. Ms. Ngoc, who lives in the house across the street, said that at 2am that day, she was sleeping when she was awakened by consecutive explosions. The woman woke up, went outside to check and discovered that Ms. Doan Thi Lien's (59-year-old) house was engulfed in flames.

“I ran to the door but it was locked, I couldn’t get in. At that time, I called the fire department and shouted for the neighbors to come and put out the fire,” said Ms. Ngoc.

Knowing that many people were trapped inside, neighbors tried to break the door but failed. A witness said that many people used wooden sticks to break the steel door and it took dozens of minutes to get the hinges off. The door did not open completely so no one could get in. When the police arrived, they continued to use wooden sticks to break the door and then used pliers to cut the two layers of lock. Another group used hammers to break the wall.

Witness Tran Ngoc Ha recounted: “The fire was raging. Ms. Nguyen Thi Ngoc Hoa (27 years old, the deceased) climbed onto the roof to call for help, but then the metal roof collapsed, causing her to slip and fall back into the sea of fire. Mr. Tran Trong Hung (Hoa’s husband) hugged his 1-year-old daughter, climbed onto the metal roof, then jumped to the house next door to find a way out. At this time, he threw his child down to the people standing on the ground and then jumped down from a height of nearly 3 meters.”

According to Mr. Ha, the fire emitted a lot of heat and a pungent smell. Fire police wearing gas masks rushed in to rescue people. “Four victims were found in the bathroom area. When the police took them out, no one was burned but three people had died. The 5-year-old child was given artificial respiration but died later,” said Mr. Ha.

Among the deceased victims, Vo Ca (5 years old, granddaughter of Ms. Lien) is a Vietnamese American who had just returned home a few days ago. On the morning of June 27, upon hearing the news of their son’s death, his parents left the US to return to Vietnam.

The house where the fire broke out was also the place where Mr. Hung used as a workshop to repair electrical appliances. According to the residents, the owner usually leaves the air conditioners and air conditioners waiting for repair, filling up the space. “From the outside to the inside, the house only has a path in the middle. The machines and equipment are stacked on top of each other, looking very dangerous,” said a neighbor.

After the incident, Dong Nai provincial authorities were present to record and investigate the incident. Vice Chairman of Dong Nai Provincial People's Committee Nguyen Hoa Hiep arrived at the scene to direct the work of overcoming the consequences, visit, encourage and express condolences to the victim's family.

Mr. Pham Duc Trung, Head of Ward 6 (Tan Bien Ward) said that leaders of Tan Bien Ward and Bien Hoa City were also present and supported the victim's family with 29 million VND.

The fire broke out at 2am on June 27 in Quarter 6, Tan Bien Ward, Bien Hoa City, Dong Nai. The deceased victims were identified as Doan Thi Lien (59 years old), Nguyen Thi Ngoc Hoa (27 years old, daughter-in-law of Ms. Lien) and Tran Long Phuong Ha (13 years old), Vo Ca (5 years old), all of whom are Ms. Lien's grandchildren.
