The Ministry of Interior has requested that localities and ministries tighten discipline and order in administrative agencies at all levels.

Continuing the regular Government meeting, on the morning of November 29th, under the chairmanship of the Prime Minister, Government members gave their opinions on the report of the Ministry of Interior on some basic contents of the implementation of Resolution No. 4 of the 12th Central Committee of the Communist Party of Vietnam on strengthening Party building and rectification; preventing and repelling the decline in political ideology, morality, and lifestyle, and the manifestations of "self-evolution" and "self-transformation" within the Party.

The Prime Minister instructed that the Government and its members must take the lead in implementing Resolution No. 4 of the Central Committee.

Accordingly, the Ministry of Interior proposed a solution to strictly implement the mechanism for checking, supervising, and controlling the exercise of power by those in positions of authority, ensuring that responsibility matches authority. This includes clearly defining the collective and individual responsibilities and authority at each stage of work, and imposing strict penalties for violations.

The Ministry of Interior proposes that the Government assign the Ministry to coordinate with the Central Organization Committee and relevant agencies to evaluate and amend the Law on Cadres and Civil Servants and the Law on Public Employees; and urgently add regulations on strictly handling cadres, civil servants, and public employees who commit violations, even after they leave their jobs or retire.

In addition, the Ministry also proposed developing and implementing a housing policy to incentivize civil servants and public employees, encouraging participation from multiple stakeholders and minimizing the use of state budget funds.

The Ministry of Interior has requested that localities and ministries tighten discipline and order in administrative agencies at all levels; immediately put an end to the extravagant and wasteful eating, drinking, and feasting during meetings or when being promoted or transferred, as well as the organization of weddings, funerals, and ancestral worship ceremonies.

In addition, the authority and responsibility of leaders should be increased to suspend subordinates for review when there are signs of violations, delays, stagnation, or inefficiency in performing their assigned duties and responsibilities.
