With vision and innovative thinking, for the 2025-2030 term, the Party Committee and people of Hung Nguyen commune are determined to build a rapidly developing, sustainable, and comprehensive commune in the direction of urbanization, industry, and services.
Resultcreating an important foundation
Hung Nguyen commune was established by merging the entire area and population of Hung Nguyen town and three communes: Hung Dao, Hung Tay, and Thinh My; with a total natural area of over 46 km² and a population of over 53,000 people. The Hung Nguyen commune Party Committee has more than 2,400 members, operating in 74 affiliated Party organizations.
During the 2020-2025 term, the Party Committee of Hung Nguyen town and the three communes of Hung Dao, Hung Tay, and Thinh My (before their merger) demonstrated unity, effort, and determination to the highest degree in fulfilling the local political tasks and achieved many important and comprehensive results in various fields.
The economy maintained a relatively high growth rate, exceeding the provincial average. The average growth rate of added value in the commune during the 2021-2025 period is estimated at approximately 16.5%.
With the economy expanding, the total value of production is estimated to reach 9,311 billion VND in 2025; per capita income is estimated to reach 67 million VND/year in 2025; and the poverty rate will decrease to 0.82%.
Key achievements include Party building; strengthening the political system; and reforming the operations of the government, the Fatherland Front, political and social organizations, and people's associations from the commune to the grassroots level, in a way that is closer to the people, serves the people, and increasingly enhances effectiveness and efficiency.
In particular, since July 1st, 2025, with the implementation of a two-tiered local government system, Hung Nguyen commune has quickly stabilized its organization, promptly and smoothly implemented its work without interruption, demonstrating a high sense of responsibility, proactiveness, and efficiency in carrying out its tasks.
A highlight of Hung Nguyen commune during the past term was the strong growth rate of its industrial sector, reaching nearly 24%. The VSIP industrial park, covering over 367 hectares, attracted 54 investment projects; of which 34 projects have become operational, contributing to gradually transforming Hung Nguyen into a high-tech equipment manufacturing center in the North Central region.
Urbanization is being accelerated with the development of large-scale, modern new urban areas; typical examples include the Hung Nguyen urban area (nearly 16 hectares) and the VSIP urban and housing area (approximately 200 hectares).
The service and trade sectors are developing rapidly, with an average growth rate of 8.23% per year. Urban and rural architectural and landscape spaces are flourishing, developing in a civilized and modern direction.
The socio-cultural sector continues to receive attention. The quality of comprehensive education has made remarkable progress and maintains its position among the top performers in terms of academic achievement. Currently, 11 out of 14 schools in the commune meet national standards. Culture and sports have developed both in breadth and depth, contributing to improving the spiritual life of the people.
The commune has 3 culturally-oriented family clans; 9 "Sustainable Family Development" clubs; and 4 models for preventing domestic violence… National defense and security are maintained, creating a stable environment for development.
Mediation work at the grassroots level has been effectively promoted; currently, the entire commune has 38 mediation teams with 266 mediators, and the average success rate of mediation is over 83%, thereby reducing complaints and conflicts among the people.
Based on the leadership experience and achievements of the past term, the Party Committee of Hung Nguyen commune has drawn three core lessons to continue focusing on and doing well in the new term, aiming to bring about faster and more sustainable development for Hung Nguyen commune.
This involves doing a good job in personnel management, building a team with sufficient qualities, capabilities, prestige, innovative thinking, and a high sense of responsibility; emphasizing the exemplary role of cadres and Party members, especially those in leadership positions – considering this a key task in building a strong Party and political system.
Applying the Party and State's guidelines and policies flexibly and creatively to local realities; decisively leading and directing the implementation of tasks, creating breakthroughs in several important areas; maximizing potential and advantages, mobilizing and effectively utilizing resources for development.
Emphasis should be placed on understanding the thoughts, feelings, aspirations, suggestions, and proposals of cadres, Party members, and the people in order to promptly address pressing issues at the grassroots level; strengthening the close relationship between the Party, the government, and the people; consolidating national unity and creating social consensus.

Entering the 2025-2030 term, Hung Nguyen commune faces many opportunities for breakthroughs. Its geographical location is increasingly affirming its strategic role as a connecting point for key infrastructure projects: the Vinh - Cua Lo boulevard, the access and exit points to the North-South expressway, the Vinh - Thanh Thuy expressway, and one of the main stations of the North-South high-speed railway line located in Hung Nguyen.
The VSIP industrial park's operation not only boosts services and trade but also attracts investment and high-quality labor. Important plans have been approved, providing a clear legal basis and development space. The organizational structure after the merger has been streamlined, operating efficiently, and enhancing leadership and management capabilities.
In the new term, the Party Committee of Hung Nguyen commune has set the overall goal as: "To build Hung Nguyen commune into a civilized urban area by 2030; to achieve rapid and sustainable economic development, becoming a development hub of the province in terms of industry; to improve the material and spiritual lives of the people; to preserve and promote cultural, historical, and traditional values; to maintain national defense and security; to strengthen the Party organization and political system; and to enhance the strength of the great national unity and the people's trust."
To realize this goal, Hung Nguyen commune has set 23 targets across 5 areas: economy, culture and society, environment, national defense and security, and Party building and the political system; 6 key task groups; 3 breakthroughs; and 5 main solution groups. The 3 breakthroughs are as follows:
The first,Promote administrative reform, build an honest, innovative, professional, and modern administration. Focus on building and developing e-government and digital government. Timely and correctly implement the restructuring of the organizational apparatus and streamline staffing according to the regulations of the Central Government and the province within the two-tiered local government organizational model.
Monday,Making science, technology, and digital transformation the core foundation for urban management. Investing in synchronized digital infrastructure, building a digital government with 100% online public services at levels 3-4, managing planning, land, and population through digital platforms, applying technology in economic development, and training and enhancing digital capacity for citizens and officials.
TuesdayFocus resources on effectively carrying out land clearance, building synchronously connected infrastructure in a civilized and modern direction, effectively linking within the region and with neighboring areas, creating a foundation for attracting investment, developing industry and services, and improving the quality of life for the people.
