Hung Nguyen Commune was established on the basis of merging the entire area and population of Hung Nguyen town and 3 communes: Hung Dao, Hung Tay, Thinh My; with a total natural area of over 46 km², population of over 53,000 people. Hung Nguyen Commune Party Committee has over 2,400 members, operating in 74 affiliated Party organizations.
In the 2020 - 2025 term, the Party Committee of Hung Nguyen town and 3 communes: Hung Dao, Hung Tay, Thinh My before the merger, united, made efforts, and determined at the highest level to carry out the local political tasks and achieved many important and comprehensive results in all fields.
The economy maintains a fairly high growth rate and is higher than the provincial average. The average growth rate of added value in the commune during the period 2021 - 2025 is estimated at about 16.5%.
The economic scale is increasingly expanding, the total production value in 2025 is estimated at 9,311 billion VND; the average income per capita in 2025 is estimated at 67 million VND/year; the poverty rate is reduced to 0.82%.
Notable are the Party building work; consolidation of the political system; innovation of the activities of the government, the Fatherland Front, socio-political organizations and people's organizations from the commune to the grassroots level in the direction of being close to the people, serving the people, increasingly improving effectiveness and efficiency.
In particular, since July 1, 2025, implementing a two-level local government, Hung Nguyen commune has quickly stabilized its organization, deployed work promptly and smoothly, without interruption, demonstrating a sense of responsibility, initiative and high efficiency in performing tasks.
The highlight of Hung Nguyen commune in the past term is the rapid increase in industrial development, with a growth rate of nearly 24%. VSIP Industrial Park has formed more than 367 hectares, attracting 54 investment projects; of which 34 projects have come into operation, contributing to gradually making Hung Nguyen a center for high-tech equipment production in the North Central region.
Urbanization is being promoted with large-scale, modern new urban areas being implemented; typically Hung Nguyen urban area (nearly 16 hectares) and VSIP urban and housing area (about 200 hectares).
Services and trade have developed rapidly, with an average growth rate of 8.23% per year. Urban and rural architectural space and landscape have improved, developing towards civilization and modernity.
The cultural and social fields continue to receive attention. The quality of comprehensive education has made remarkable progress and maintained its position in the top group in terms of excellent student results. Currently, the commune has 11/14 schools meeting national standards. Culture and sports have developed in both breadth and depth, contributing to improving the spiritual life of the people.
In the commune, there are 3 cultural families; 9 “Sustainable Family Development” clubs; 4 models of domestic violence prevention… National defense and security are maintained, creating a stable environment for development.
Mediation work at the grassroots level has been well promoted. Currently, the whole commune has 38 mediation teams with 266 mediators. The average successful mediation rate is over 83%, thereby reducing petitions and conflicts among the people.
From the leadership practices and achievements in the past term, the Party Committee of Hung Nguyen commune has drawn 3 core lessons to continue to focus on doing well in the new term to help Hung Nguyen commune develop faster and more sustainably.
That is to do a good job in personnel work, build a team with sufficient qualities, capacity, prestige, innovative thinking, and high responsibility for work; promote the example of cadres and party members, especially leaders - considering this a key task of building a strong Party and political system.
Flexibly and creatively apply the Party and State's guidelines and policies to local realities; resolutely lead and direct the implementation of tasks, create breakthroughs in a number of important areas; maximize potential and advantages, mobilize and effectively use resources for development.
Focus on grasping the ideological situation, thoughts, aspirations, recommendations and proposals of cadres, party members and people to promptly resolve pressing issues at the grassroots level; strengthen the close relationship between the Party, government and people; consolidate the great solidarity bloc, create social consensus.

Entering the 2025 - 2030 term, Hung Nguyen commune is facing many opportunities for breakthroughs. Its geographical location is increasingly affirming its strategic role when it is located at the connection point of key infrastructure projects: Vinh - Cua Lo Boulevard, the North - South expressway, Vinh - Thanh Thuy expressway and one of the main stations of the North - South high-speed railway located in Hung Nguyen.
VSIP Industrial Park in operation not only promotes services and trade but also attracts investment and high-quality labor. Important plans have been approved, providing a clear legal basis and development space. The organizational structure after the merger is streamlined, operating effectively, improving leadership and management capacity.
In the new term, the Party Committee of the commune has determined the general goal as follows: "Building Hung Nguyen commune to become a civilized urban area by 2030; rapid and sustainable economic development, becoming an industrial development pole of the province; improving the material and spiritual life of the people; preserving and promoting cultural, historical and traditional values; maintaining national defense and security; strengthening the Party organization and political system; strengthening the strength of the great national unity bloc and the people's trust".
To realize this goal, Hung Nguyen commune sets out 23 targets in 5 areas: economy, culture - society, environment, national defense - security, Party building and political system; 6 key task groups; 3 breakthroughs and 5 main solution groups. Of which, 3 specific breakthroughs are as follows:
The first,Promote administrative reform, build an honest, creative, professional and modern administration. Focus on building and developing e-government and digital government. Timely and properly implement the work of reorganizing the apparatus and streamlining the payroll in accordance with the regulations of the Central and the province in the two-level local government organization model.
Monday,Making science and technology and digital transformation the core foundation for urban management. Investing in synchronous digital infrastructure, building digital government with 100% online public services at levels 3-4, managing planning, land, and population via digital platforms, applying technology in economic development, training and improving digital capacity for people and officials.
Tuesday, focusing resources on carrying out site clearance well, building synchronous and modern infrastructure, effectively connecting within the region and with neighboring areas, creating a foundation to attract investment, develop industry - services and improve people's quality of life.
