(Baonghean.vn) - On the afternoon of November 21, the Economic and Budget Committee of the Provincial People's Council held a meeting to review several submissions and draft resolutions related to natural resources and the environment.
Comrade Le Hong Vinh - Member of the Standing Committee of the Provincial Party Committee, Chairman of the Provincial Party Committee's Inspection Committee, and Head of the Economic and Budget Committee of the Provincial People's Council - presided over the verification meeting.
Participating in the inspection were Comrade Nguyen Xuan Son - Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council; Comrades Cao Thi Hien - Member of the Standing Committee of the Provincial Party Committee and Hoang Viet Duong - Member of the Provincial Party Committee; and Dinh Viet Hong - Vice Chairman of the Provincial People's Committee, along with representatives from several provincial departments and agencies.

Regarding the draft Resolution on the list of land acquisition projects in the province, submitted by the Provincial People's Committee for the Provincial People's Council's opinion this time, it includes 2,466 projects; the total land area to be acquired is over 6,684 hectares. This includes 1,426 ongoing projects and 1,058 newly registered projects. At the same time, the land acquisition for 297 projects previously decided by the Provincial People's Council in Resolution No. 197/NQ-HĐND dated December 20, 2015 and Resolution No. 20/NQ-HĐND dated August 4, 2016 will be cancelled.
Upon reviewing this matter, the delegates generally agreed with the content presented by the Provincial People's Committee; this is an important condition that encourages the implementation of projects and contributes to promoting the socio-economic development of the locality.
Many delegates also mentioned the low quality of the previously issued list of land acquisition projects, noting that the implementation rate of projects under Resolution No. 197 and Resolution No. 20 of the Provincial People's Council was low, at only 31.11% of projects and 19.38% of the area; 297 projects were canceled. This is the core issue leading to the situation of slow project implementation and "stalled" projects.

To address the above situation, Comrade Nguyen Xuan Son - Standing Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council - suggested that the categories of works and projects requiring land acquisition should be identified according to the groups stipulated in Clause 3, Article 62 of the Land Law.
Vice Chairman of the Provincial People's Council Hoang Viet Duong also emphasized: Projects requiring land acquisition must adhere to the following principles: they must have an investment plan in place, be included in the public investment plan for the year or the period 2017-2020; be included in the list of key, urgent, and essential projects in the implementation of the local political tasks; and the investor must demonstrate financial capacity and a high level of investment efficiency.

Acknowledging the reality and clarifying the reasons for the low implementation rate of projects in the past, Vice Chairman of the Provincial People's Committee - Dinh Viet Hong affirmed that the Provincial People's Committee is gradually "coaching" localities to implement more strictly when proposing and registering projects that need to be revoked.
Concluding this discussion, Comrade Le Hong Vinh - Member of the Standing Committee of the Provincial Party Committee, Chairman of the Provincial Inspection Committee, and Head of the Economic and Budget Committee of the Provincial People's Council - requested the Provincial People's Committee to incorporate the opinions of the delegates to rectify and improve the quality and effectiveness of projects and works involving land acquisition.

Based on the list of land acquisition for projects and works categorized into 7 groups submitted by the Provincial People's Committee, Comrade Le Hong Vinh agreed that 4 groups should be prioritized, while projects and works in the remaining groups will be decided by the Standing Committee of the Provincial People's Council between two sessions when necessary. At the same time, he requested the Provincial People's Committee to continue reviewing transitional projects to identify those that do not meet the implementation requirements, limiting "stalled" projects and projects with delayed progress that cause public dissatisfaction.
Also this afternoon, the Economic and Budget Committee of the Provincial People's Council conducted a review of draft resolutions on the conversion of land use from rice cultivation land, protective forest land, and special-use forest land for the implementation of investment projects in Nghe An province; on supplementing and adjusting the price list in the province; and on the planning, allocation, and protection of surface water resources in Nghe An province until 2025, with a vision to 2030.
