These are some of the prominent directives and management activities of the Government and the Prime Minister this past week.

1. Ensuring a safe, healthy, and friendly educational environment.

To ensure a safe, healthy, and friendly educational environment, educational institutions need to ensure security and order; food safety and hygiene; accident and injury prevention; fire and explosion prevention; disaster prevention and response; and to develop, publicize, and strictly implement a code of conduct for cultural behavior within the educational institution with the participation of students.

In addition, establish communication channels such as suggestion boxes, hotlines, and other forms to receive and process information from learners; ensure confidentiality for those providing information; organize creative experiential activities, life skills education activities, extracurricular activities, social and charitable activities for the community, and safe, healthy, friendly, equitable, and age-appropriate recreational, cultural, and sports activities that suit the learners' physiological and psychological characteristics.

Simultaneously, implement school health services, counseling, and student support; regularly exchange information with students' families and the community to ensure the safety of students' lives, physical well-being, dignity, honor, and privacy.

2. Implementing several transportation projects.

Deputy Prime Minister Trinh Dinh Dung has just directed the implementation of several transportation projects.

Specifically, the Deputy Prime Minister assigned the Ministry of Transport the responsibility for applying the form of contract amendment order to supplement traffic safety items in package A8 of the Noi Bai - Lao Cai Expressway Project, ensuring compliance with the provisions of the Loan Agreement and the opinions of the Donor.

Based on the proposal from the Ministry of Transport and the opinions of several relevant agencies, the Deputy Prime Minister agreed that the Ministry of Finance should carry out the disbursement procedures in accordance with regulations.

The Deputy Prime Minister also instructed the Ministry of Transport to take the lead and coordinate with relevant agencies to consider the proposal of the People's Committee of Kien Giang province regarding the approval of the adjustment of the Sustainable Transport Development Plan for Phu Quoc Island until 2020 and orientation until 2030, in accordance with the law on planning, approval and management, and report to the Prime Minister.

3. Implement a pilot program for handling non-performing loans of credit institutions.

To ensure the timely and effective implementation of Resolution 42/2017/QH14, the Prime Minister requests that Ministers, heads of ministerial-level agencies, heads of government agencies, chairpersons of People's Councils, and chairpersons of People's Committees of provinces and centrally-administered cities focus on directing the timely and effective implementation of the provisions of the Resolution, while also directing the implementation of measures to prevent and minimize the 발생 of bad debts and improve the credit quality of credit institutions; promote the role of the Vietnam Asset Management Company (VAMC) in handling bad debts; and strive to reduce the ratio of non-performing loans on the balance sheets of the credit institution system, bad debts sold to VAMC, and bad debts that have undergone debt classification measures to below 3% by 2020 (excluding bad debts of weak commercial banks approved by the Government for handling according to separate plans).

In order to prepare for implementation, the Prime Minister requested ministries, sectors, and localities to disseminate and publicize the Resolution, completing this task before August 15, 2017.

4. Functions and organizational structure of the Ministry of Culture, Sports and Tourism

The government has just issued Decree No. 79/2017/ND-CP stipulating the functions, tasks, powers, and organizational structure of the Ministry of Culture, Sports and Tourism.

According to the Decree, the Ministry of Culture, Sports and Tourism has 26 units: Department of Organization and Personnel; Department of Planning and Finance; Department of Legal Affairs; Department of Training; Department of Emulation and Commendation; Department of Science, Technology and Environment; Department of Libraries; Department of Ethnic Culture; Department of Family; Ministry Office; Ministry Inspectorate; Department of Cultural Heritage; Department of Performing Arts; Department of Cinema; Department of Copyright; Department of Grassroots Culture; Department of International Cooperation; Department of Fine Arts, Photography and Exhibitions; General Department of Physical Education and Sports; General Department of Tourism; Management Board of the Vietnamese Ethnic Groups' Cultural and Tourism Village; Vietnam National Institute of Culture and Arts; Culture Newspaper; Culture and Arts Magazine; Information Technology Center; School of Cultural, Sports and Tourism Management Cadres.

5. Saving lives is the top priority in fire prevention and firefighting.

The government has just issued a Decree regulating the rescue and relief work of the fire and rescue forces.

The decree stipulates that fire prevention and firefighting forces are authorized to carry out rescue and relief work in the following incidents and accidents:

- Fire incidents and accidents; Explosion incidents and accidents; Collapse incidents and accidents involving buildings, structures, equipment, machinery, and trees;

- Incidents and accidents involving landslides and rockfalls; Incidents and accidents where people are trapped in houses, buildings, at heights, at depths, inside equipment, in caves, tunnels, or underground structures; Incidents and accidents in road, rail, and inland waterway traffic when required; Drowning accidents in rivers, streams, waterfalls, lakes, ponds, wells, deep water pits, and bathing areas; Incidents and accidents in tourist areas and amusement parks; Other incidents and accidents as prescribed by law.

6. Financial supervision of the Southern Food Corporation

Deputy Prime Minister Vuong Dinh Hue has just given his opinion on the financial supervision of the parent company - Southern Food Corporation - for the fourth quarter and the whole year of 2016.

Specifically, the Deputy Prime Minister requested the Ministry of Agriculture and Rural Development to take the lead and coordinate with the Ministry of Industry and Trade to compile and assess the implementation of the mechanism for rotating bidding entities for rice exports and propose appropriate solutions, reporting to the Prime Minister.

The Ministry of Agriculture and Rural Development, in coordination with the Ministry of Finance, will promptly address any outstanding financial issues and obstacles during the equitization process of the parent company - Southern Food Corporation.

The Southern Food Corporation has taken into account the opinions of the Ministry of Agriculture and Rural Development and other relevant agencies to promptly improve management efficiency and definitively resolve difficulties and obstacles in accordance with current regulations.

7. Addressing the phenomenon of many businesses being established but many closing down.

The Government Office has just sent a document to the Ministry of Planning and Investment regarding the handling of the news report concerning the phenomenon of many businesses being established but also many being shut down due to difficult business conditions.

In accordance with the Government's Working Regulations issued together with Government Decree No. 138/2016/ND-CP dated October 1, 2016, the Government Office has forwarded the content of the aforementioned article to the Ministry of Planning and Investment for consideration and handling, and to report to the Prime Minister on issues beyond its authority.

8. Dispatch equipment to the National Committee for Search and Rescue.

The Prime Minister has instructed the Ministry of Finance to release equipment from the national reserves to the National Committee for Search and Rescue to ensure that ministries, sectors, and localities can carry out disaster response, search and rescue operations.

Specifically, the Ministry of Finance will allocate 78 sets of boats to the National Committee for Search and Rescue. These include 3 sets of DT4 (ST 1200) boats; 30 sets of DT3 (ST 750) boats; 25 sets of DT2 (ST 660) boats; and 20 sets of DT1 (ST 450) boats.

Along with that, 261,000 lifebuoys of various types were provided. This included 200,000 lifebuoys, 60,000 life vests, and 1,000 life rafts. Also included were 100 complete fire-fighting equipment sets; 30 30KVA generators; 30 concrete drilling and cutting equipment sets; and 1,775 tents of various types.

The Prime Minister requests that the National Committee for Search and Rescue be responsible for managing, allocating, and utilizing the aforementioned equipment in accordance with the needs of each unit and in compliance with current regulations.

9. Granting business licenses in the aviation sector requires careful consideration.

The Government Office has just issued a notice summarizing the conclusions of Deputy Prime Minister Trinh Dinh Dung at a meeting on investment, construction, and business in the aviation sector, the issuance of Air Transport Business Licenses, and General Aviation Business Licenses.

The concluding statement clearly states that investment, construction, and business in the aviation sector are conditional business activities requiring a large amount of investment capital; at the same time, it is also a unique sector that directly affects national defense, national security, foreign affairs, and traffic safety. To improve investment and business efficiency, and to promote healthy and sustainable development of enterprises, the approval of investment policies and the granting of business licenses in the aviation sector must be considered carefully and in accordance with the law; ensuring absolute aviation safety and security in all situations.

10. Submit the plan for handling 12 delayed projects in the Industry and Trade sector.

The Government Office has just announced the conclusions of Deputy Prime Minister Vuong Dinh Hue at the third meeting of the Steering Committee to implement the Politburo's directives on handling the shortcomings and weaknesses of a number of slow-progressing and inefficient projects and enterprises in the industry and trade sector.

The Deputy Prime Minister instructed the Ministry of Industry and Trade, based on the Politburo's directive in Notice No. 43-TB/VPTW dated June 19, 2017, from the Central Office and the opinions of other ministries and agencies, to submit to the Prime Minister a Decision approving the plan for handling 12 slow-progressing and inefficient projects and enterprises in the industry and trade sector before July 25, 2017.

Ministries and agencies that are members of the Steering Committee shall proactively implement the assigned tasks, promptly address obstacles and recommendations from projects and enterprises, and report to the Steering Committee's support team (Ministry of Industry and Trade) for compilation and reporting to the Head of the Steering Committee.
