These are some of the prominent directives and management actions of the Government and the Prime Minister this past week.

1. The Prime Minister has requested a rectification of delays in responding to citizens' feedback.

The Government Office has just issued a document conveying the Prime Minister's directive on receiving, processing, and responding to feedback and suggestions from citizens.

The Prime Minister requests that Ministers, heads of ministerial-level agencies, heads of government agencies, and chairpersons of People's Committees of provinces and centrally-administered cities thoroughly understand and strictly implement the Regulations on receiving, processing, and responding to feedback and suggestions from citizens and businesses on the Government's Electronic Information Portal, issued together with Decision No. 574/QD-TTg dated April 25, 2017, of the Prime Minister. They are also directed to promptly inspect and rectify the handling and response to feedback and suggestions by agencies and organizations under their management.

The Prime Minister requested the Chairmen of the People's Committees of Kien Giang, Soc Trang, Thai Binh provinces, Hanoi City, and Ho Chi Minh City to promptly rectify the delays in processing and responding to feedback and suggestions from citizens on the Government's Electronic Information Portal...

2. Review and inspect the quality of fishing vessels built according to Decree 67.

Deputy Prime Minister Trinh Dinh Dung has just issued directives regarding the implementation of tasks related to the quality of fishing vessels built according to Government Decree No. 67/2014/ND-CP dated July 7, 2014, on a number of policies for fisheries development.

The Deputy Prime Minister requested the People's Committees of coastal provinces and cities with newly built steel-hulled fishing vessels under Decree No. 67/2014/ND-CP to inspect and review the facilities for building and upgrading fishing vessels under Decree No. 67/2014/ND-CP to ensure compliance with relevant legal regulations.

Simultaneously, conduct quality inspections of newly built fishing vessels in accordance with Decree No. 67/2014/ND-CP, promptly identifying cases of substandard vessels. For cases where substandard vessels are due to errors by the shipbuilding facility, encourage and guide the shipbuilding facilities to proactively and actively work with the vessel owners to rectify the issues immediately.

3. The Prime Minister requested a report on the policy for producing unburnt bricks.

Prime Minister Nguyen Xuan Phuc has assigned the Ministry of Construction to take the lead and coordinate with relevant agencies to report and propose policies on the production of non-fired bricks.

Previously, on June 30, 2017, the online edition of Tien Phong newspaper published an article titled "Policies on the Production of Non-fired Bricks." According to the article, many policies on the production of non-fired bricks lacked specificity, and their implementation in many localities was unsuccessful; many localities did not show genuine interest or have specific, effective solutions to increase the use of non-fired building materials; and the awareness of investors, design consultants, contractors, and consumers regarding non-fired building materials was still inadequate…

4. Finalize the architectural design plan for Long Thanh Airport.

The Government Office has just announced the conclusions of Deputy Prime Minister Trinh Dinh Dung at the Standing Committee meeting of the Government regarding the selection of architectural design options for the construction of the Long Thanh International Airport terminal.

This project is a major transportation infrastructure project of significant importance to the socio-economic development of the country and contributes to reducing traffic congestion in the Tan Son Nhat airport area, Ho Chi Minh City.

The selection of architectural design options was carried out in accordance with legal regulations; at the same time, the selection process involved input and voting from the local community, scientists, socio-professional organizations, professional associations, etc.

5. Government leaders direct the revision of policies on taxes and fees for mineral resources.

Deputy Prime Minister VDuong Dinh Hue requested the Ministry of Finance to take the lead and coordinate with relevant agencies to propose amendments and additions to tax and fee policies on mineral resources.

The Deputy Prime Minister requested that the amendments and additions to the above policy must ensure compliance with Resolution No. 2-NQ/TW dated April 25, 2011, of the Politburo on the strategic orientation of minerals and mining industry until 2020, with a vision to 2030; Resolution No. 7-NQ/TW dated November 18, 2016, of the Politburo on the policy and solutions for restructuring the state budget and managing public debt to ensure a safe and sustainable national financial system; the Tax System Reform Strategy for the period 2011-2020; and Directive No. 3/CT-TTg dated March 30, 2015, of the Prime Minister on strengthening the effectiveness of the implementation of policies and laws on minerals and the actual situation of mineral resource management and exploitation.

6. SCIC's plan for arranging and classifying enterprises.

According to the classification and restructuring plan of the State Capital Investment and Business Corporation (SCIC) by 2020, five SCIC enterprises will undergo equitization and divestment: An Giang Stone Exploitation and Processing Company Limited; Trang Tien Investment and Trading Company Limited; HPI Investment and Development Company Limited; Statistical Form Printing and Publishing Company Limited; and Ho Chi Minh City Statistical Printing Company Limited.

The two companies that SCIC continues to invest in and hold shares in are: SCIC Investment Company Limited (SIC); and FPT Telecommunications Joint Stock Company.

132 enterprises carried out the sale of state capital during the period 2017-2020. In addition, there were 3 enterprises handled using a special method: Thua Thien Hue Aquatic Products Breeding and Service Joint Stock Company; Industrial and Commercial Services Joint Stock Company; and Vinh Loi Import-Export Joint Stock Company.

The four enterprises that SCIC proactively divested its capital from during the 2017-2020 period are: Vietnam-Oman Investment Joint Stock Company; Vietnam Investment and Consulting Joint Stock Company; Vietnam Television Tower Investment Joint Stock Company; and Bao Viet SCIC Investment Joint Stock Company.

7. Awarding Certificates of Recognition from the Fatherland to 498 martyrs.

The Prime Minister has just issued Decision 989/QD-TTg awarding the "Homeland's Recognition" certificate to 498 martyrs.ỹ.

498 martyrs were awarded the "Homeland's Recognition" certificate in this batch, belonging to the Ministries of Public Security, Labor - Invalids and Social Affairs, and National Defense, and 36 provinces and cities: An Giang, Bac Lieu, Bac Ninh, Ben Tre, Dak Nong, Dien Bien, Dong Thap, Ha Nam, Hanoi, Ha Tinh, Hai Duong, Hai Phong, Hau Giang, Ho Chi Minh City, Hung Yen, Lao Cai, Long An, Nam Dinh, Ninh Binh, Ninh Thuan, Nghe An, Phu Tho, Quang Binh, Quang Nam, Quang Ninh, Quang Ngai, Quang Tri, Soc Trang, Son La, Tien Giang, Thai Binh, Thai Nguyen, Thanh Hoa, Thua Thien Hue, Tra Vinh, and Vinh Long.

The Ministry of Labour, Invalids and Social Affairs stated that the majority of those recognized as martyrs on this occasion were elderly individuals, veteran revolutionaries who sacrificed their lives decades ago and are buried in martyrs' cemeteries but have not yet been officially recognized as martyrs.

8. Find a solution for sand supply.

On June 9, 2017, the VOV online newspaper published an article titled "With scarce supply, what materials can replace construction sand?".

The article states that in recent times, illegal sand mining in various localities has been strictly controlled by authorities. With a scarcity of supply, the price of construction sand in Ho Chi Minh City has increased significantly, with prices varying from place to place. Given the growing demand for alternative materials to sand, experts are proposing solutions to this problem.

According to Associate Professor Dr. Tran Van Mien, Head of the Department of Building Materials, Ho Chi Minh City University of Technology, the alternative material to natural sand is artificial sand. This type of sand is crushed from rock, has a particle size similar to natural sand, meets the requirements for physical, chemical, and mechanical properties, and can be mixed in appropriate proportions with natural sand in concrete and mortar.

According to Mr. Le Hoang Chau, Chairman of the Ho Chi Minh City Real Estate Association, besides crushed stone, steel slag from metallurgical plants after recycling is also a long-term alternative to construction sand. In addition, fly ash and gypsum can replace sand for foundations...

In response to this issue, Prime Minister Nguyen Xuan Phuc has assigned the Ministry of Construction, in collaboration with the Ministry of Natural Resources and Environment, to develop a plan for supplying and selling sand in accordance with the plan, while ensuring environmental protection.

9. Strengthening resilience to climate change

The Prime Minister has just approved it.The investment policy for the project "Strengthening the resilience of vulnerable coastal communities in Vietnam to the impacts of climate change" is funded by a grant from the Green Climate Fund (GCF) through the United Nations Development Programme (UNDP).

The project was implemented in Hanoi and 7 provinces: Nam Dinh, Thanh Hoa, Thua Thien Hue, Quang Ngai, Quang Binh, Quang Nam, and Ca Mau from 2017 to 2021 with a total project investment of 41,796.578 million USD.

The project aims to enhance the resilience of vulnerable coastal communities in Vietnam to the impacts of natural disasters and climate change.

10. The Deputy Prime Minister requested the public disclosure of 730 equitized enterprises that have not yet been listed on the stock exchange.

Deputy Prime Minister Vuong Dinh Hue requestedThe Ministry of Finance and the Government Office have publicly released a list of 730 equitized enterprises that have not yet registered for trading or listing on the stock market on the Ministry of Finance's Electronic Information Portal and the Government's Electronic Information Portal.

The Deputy Prime Minister requested that ministries, ministerial-level agencies, government agencies, People's Committees of provinces and centrally-administered cities, and the Boards of Directors of state-owned economic groups and corporations direct their representatives of state capital in joint-stock companies under their management to require enterprises to promptly register for trading and list on the stock exchange when conditions are met within one year from the date of the initial public offering of shares, in accordance with the Prime Minister's directive in Directive No. 04/CT-TTg dated February 2, 2017, on promoting the restructuring and reform of state-owned enterprises in the 2016-2020 period.

The Ministry of Finance continues to compile a complete list of remaining equitized enterprises that have not yet registered for trading or listing on the stock market as of June 26, 2017, to report to the Prime Minister.
