New directives from the Politburo and the Secretariat on decentralization and delegation of power in the operation of two-tiered local government.

On September 19, on behalf of the Politburo and the Secretariat, Politburo member and Standing Committee Secretary Tran Cam Tu signed and issued Conclusion No. 192-KL/TW on the implementation of laws on decentralization, delegation of power, and delineation of authority in the operation of two-tiered local government.

Gradually improve the performance of local governments at both levels.

Conclusion No. 192-KL/TW states: At the meeting on September 19, 2025, considering the report of the Party Committee of the Government assessing the implementation of the law on decentralization, delegation of power, and delineation of authority when operating a two-tiered local government (Submission No. 48-TTr/ĐU, dated September 15, 2025), the Politburo and the Secretariat concluded as follows:

The Politburo and the Secretariat of the Central Committee basically agreed with the report of the Party Committee of the Government, acknowledging and commending the Party Committees of the Government, the National Assembly, the Ministry of Interior, the Ministry of Justice, and other ministries and ministerial-level agencies for their active, proactive, and diligent efforts in advising and proposing tasks related to decentralization, delegation of power, and delineation of authority; and for promptly resolving many difficulties and obstacles in the implementation process. They also highly appreciated the provincial and city Party Committees and the Party Committees of communes, wards, and special zones for their proactive, creative, and flexible leadership and determination in organizing the implementation of decentralized and delegated tasks, contributing to gradually improving the efficiency and effectiveness of the two-tiered local government.

Supplementing and improving the decentralization and delegation of power.

The Politburo and the Secretariat of the Central Committee assigned the Party Committee of the National Assembly to direct the promulgation of legal documents to ensure the uniformity and consistency of the legal system regarding decentralization and delegation of power as stipulated in the Law on Government Organization and the Law on Organization of Local Governments, and other issues related to legal procedures; and requested the National Assembly, through supervision, to identify inadequacies in localities and propose amendments to regulations to suit practical realities.

The Politburo and the Secretariat of the Central Committee have assigned the Party Committee of the Government to direct ministries and ministerial-level agencies to carry out the following tasks:

Conduct a thorough review and assessment of the feasibility of implementing tasks related to decentralization, delegation of authority, and delineation of management responsibilities, and propose appropriate solutions.

Continue reviewing the specialized legal system to supplement and improve decentralization and delegation of power in accordance with the principle of "local authorities decide, local authorities act, and local authorities are responsible".

Continue to strengthen guidance and support for localities to effectively implement the tasks that have been decentralized and delegated, especially in improving the capacity for implementation.

Directing the Ministries of Interior, Justice, Finance, Education and Training, Science and Technology, Construction, Agriculture and Environment to carry out specific tasks to improve and enhance the effectiveness of decentralization and delegation of power.

Ministers, provincial and city Party secretaries, and chairmen of provincial and city People's Committees shall directly inspect and evaluate the tasks being implemented by ministries and localities at the commune and ward levels in order to provide timely guidance and direction.

Comprehensive strengthening at the commune level

The conclusion states: Provincial and municipal Party committees should continue to assess the feasibility of implementing laws on decentralization, delegation of power, and delineation of authority at the local level to promptly adjust, guide, amend, or propose to competent authorities the amendment and promulgation of new documents in accordance with the roadmap and requirements of the Law on Government Organization, the Law on Local Government Organization, and the practical situation. They should focus on leading and directing the close, complete, and effective implementation of the tasks that have been decentralized and delegated, immediately addressing any obstacles and shortcomings, comprehensively strengthening the commune level, and ensuring the smooth and efficient operation of the two levels of local government.
