On September 19, on behalf of the Politburo and the Secretariat, Politburo member and Standing member of the Secretariat Tran Cam Tu signed and issued Conclusion No. 192-KL/TW on the implementation of the law on decentralization, delegation of power, and determination of authority when operating two-level local governments.
Gradually improve the performance of two-level local government
Conclusion No. 192-KL/TW stated: At the meeting on September 19, 2025, reviewing the report of the Government Party Committee assessing the implementation of the law on decentralization, delegation of power, and division of authority when operating two-level local governments (Submission No. 48-TTr/DU, dated September 15, 2025), the Politburo and the Secretariat concluded as follows:
The Politburo and the Secretariat basically agreed with the report of the Government Party Committee, acknowledged and commended the Government Party Committee, the National Assembly Party Committee, the Ministry of Home Affairs Party Committee, the Ministry of Justice Party Committee and the ministries and ministerial-level agencies for their activeness, proactiveness, efforts, and sense of responsibility in advising and proposing tasks on decentralization, delegation of authority, and assignment of authority; promptly removing many difficulties and obstacles in the implementation process. They highly appreciated the provincial and municipal Party Committees and Party Committees of communes, wards, and special zones for their proactiveness, creativity, and flexibility in directing, operating, and determination in organizing and implementing decentralized tasks, contributing to gradually improving the efficiency, effectiveness, and efficiency of the operations of local governments at two levels.
Supplement and complete decentralization and delegation of authority
The Politburo and the Secretariat assigned the Party Committee of the National Assembly to direct the issuance of legal documents to ensure the unity and synchronization of the legal system on decentralization and delegation of powers according to the provisions of the Law on Organization of the Government and the Law on Organization of Local Governments and other issues related to legal procedures; request the National Assembly to conduct supervision and detect local shortcomings and propose amendments to regulations to suit reality.
The Politburo and the Secretariat assigned the Government Party Committee to direct ministries and ministerial-level agencies to perform the following tasks:
Carefully review and evaluate the feasibility of implementing decentralization, delegation, and assignment of authority in management, and propose appropriate solutions.
Continue to review the specialized legal system to supplement and perfect decentralization and delegation of power in accordance with the motto "locality decides, locality acts, locality takes responsibility".
Continue to strengthen guidance and support for localities to effectively carry out decentralized and delegated tasks, especially improving organizational capacity for implementation.
Direct the Ministries of Home Affairs, Justice, Finance, Education and Training, Science and Technology, Construction, Agriculture and Environment to perform specific tasks to complete and improve the effectiveness of decentralization and delegation of power.
Ministers, provincial and municipal party secretaries, and chairmen of provincial and municipal people's committees directly inspect and evaluate the tasks of ministries and localities being implemented at the commune and ward levels to provide timely guidance and direction.
Comprehensive strengthening at the commune level
The conclusion stated: Provincial and municipal Party Committees continue to assess the ability to implement the law on decentralization, delegation of power, and division of authority at the local level to promptly adjust, guide, amend or propose competent authorities to amend and issue new documents in accordance with the roadmap and requirements of the Law on Organization of the Government, the Law on Organization of Local Governments and in accordance with the practical situation. Focus on leading and directing the close, complete, and effective implementation of decentralized and delegated tasks, promptly overcoming difficulties and shortcomings, comprehensively strengthening the commune level, ensuring that the two-level local government operates smoothly and effectively./.
