25 comrades appointed to the Executive Committee of the Hop Minh Commune Party Committee (Nghe An Province)

Attending and directing the Congress was Comrade Bui Thanh An - Member of the Standing Committee of the Provincial Party Committee, Permanent Vice Chairman of the Provincial People's Committee. Also present were representatives from provincial departments and agencies and 199 Party members representing 1,635 Party members in the entire Party Committee.

Many outstanding results

The Party Committee of Hop Minh commune was established on the basis of inheriting and continuing the leadership of the Party Committees of Vinh Thanh, Vien Thanh, Son Thanh, Bao Thanh, and Long Thanh communes. The Party Committee has 74 branches with 1,635 party members.

During the 2020-2025 term, the Party Committee, government, and people of the five communes before the merger and the current Hop Minh commune have united and strived to successfully achieve the goals and tasks.

As a result, the economic growth rate reached 10.45%, per capita income reached 76.91 million VND; state budget revenue was high; and the economic structure shifted in the right direction. Industry gradually took shape with garment and civil carpentry manufacturing facilities; several competitive OCOP products emerged, contributing to solving the problem of agricultural product outlets, creating more jobs, and increasing income for workers.

The socio-cultural sector has made many outstanding achievements; healthcare and social welfare activities have been taken care of; national defense and security have been strengthened and consolidated, social order and safety have been maintained, and no hotspots have occurred.

Party building work received attention; the political system was strengthened. After the reorganization of communes, the apparatus of the commune's political system was quickly formed, overcoming immediate difficulties to operate effectively.

With the motto "Unity - Democracy - Discipline - Creativity - Development", the 2025-2030 term, with the motto of innovating the Party's leadership methods; leveraging potential advantages; promoting digital transformation; creating breakthroughs, is determined to bring about rapid and sustainable development for Hop Minh commune.

Accordingly, the total value of products (at 2010 constant prices) is estimated to reach VND 4,000 - VND 4,200 billion by 2030; the average annual economic growth rate is estimated at 12.0% to 12.5%; per capita income is estimated at VND 135.0 - VND 140.0 million/year by 2030; and total social investment is estimated at VND 3,395 billion by 2030.

The goal is for the commune to achieve advanced new rural standards by 2026 and model new rural standards by 2028. To achieve this goal, the Party Committee has set out 5 key tasks, 3 breakthroughs, and 5 groups of tasks and solutions.

Towards a model new rural commune.

In his address to the Congress, Comrade Bui Thanh An - Member of the Standing Committee of the Provincial Party Committee, Permanent Vice Chairman of the Provincial People's Committee - acknowledged and praised the important achievements that the Party Committee, government, and people of Hop Minh commune have attained.

The comrade emphasized that the establishment of Hop Minh commune, based on the merger of five communes from the former Yen Thanh district, will create a larger development space with new potentials and advantages in socio-economic development, closer to the people and serving the people.

The Standing Committee of the Provincial Party Committee and the Provincial People's Committee expect Hop Minh commune to make a strong breakthrough, becoming a new industrial and service center associated with building green agriculture and a model new rural area in the next 5-10 years.

To achieve the goals and targets set by the Provincial Party Congress, the Standing Vice Chairman of the Provincial People's Committee, Bui Thanh An, suggested several issues for the Congress to further discuss, clarify, and consider before making a resolution.

Accordingly, Hop Minh commune needs to focus on developing, completing, and managing various types of planning; attracting investment, and forming industrial clusters and industrial zones.

This includes focusing on leadership in developing systematic commune planning, shaping development spaces, expanding in scale, and creating long-term strategic plans, avoiding fragmentation and small-scale planning that could negatively impact the commune's future development.

Urgently finalize the land use plan at the commune level, in accordance with the planning orientation of Nghe An province and the commune. Ensure the plan has a 20-30 year vision, is flexible and adaptable to socio-economic changes and regional development trends. The planning process must comply with regulations and principles, and ensure transparency and openness of information so that people and businesses can access and utilize it effectively.

At the same time, the commune continues to strengthen its external relations, proactively coordinating with the province and businesses to attract investors to potential projects and works to create momentum for regional development. Attention is given to investing in the following areas: agricultural and food processing; mechanical engineering, electronics, and construction materials; and consumer goods manufacturing, etc.

Furthermore, Hop Minh commune needs to continue promoting the shift in economic structure towards a green and circular economy; applying high technology in agricultural production; and utilizing local raw materials and human resources. It should expand safe and organic production models, linked to building local brands and distinctive products, and targeting consumer markets.

Supporting the establishment of new-style cooperatives, strengthening the operations of existing cooperatives, and developing some OCOP products into highly competitive commodities... Creating a favorable environment to encourage businesses to effectively exploit resources, expand production and business, and diversify markets… especially in areas where the commune has strengths.

Strengthening linkages with other communes and localities aims to maximize the potential and advantages of Hop Minh commune in order to expand the development space and products of the region.

The commune also needs to build a digital government and develop a team of officials who are qualified, skilled, responsible, honest, proactive, and dedicated to serving the common good.

At the same time, comprehensively address the socio-cultural sector, effectively implement social welfare programs, achieve sustainable poverty reduction, and improve the material and spiritual lives of the people; strengthen national defense and security, with a focus on maintaining security and order in the area.

Comrade Bui Thanh An suggested that the Party Committee of Hop Minh commune needs to innovate and improve the Party's leadership capacity. The goal is to build a clean and strong Party Committee in terms of politics, ideology, ethics, and personnel organization.

Focus on Party member development; improve the effectiveness of inspection, supervision, and the fight against corruption, waste, and negative practices. Maximize grassroots democracy and strengthen the close relationship between the Party and the people. Improve and enhance the efficiency and effectiveness of local government at both levels, while streamlining, consolidating, and improving the quality of cadres and civil servants at the commune and village levels.

The comrade suggested that immediately after the congress, the Party Committee should urgently finalize the action program to implement the Congress Resolution with specific programs and projects, closely adhering to reality, with the spirit of "6 clears" (clear person, clear task, clear time, clear responsibility, clear product, clear authority), striving to successfully implement the Resolution set forth by the Congress, and together with the whole province, realize the goal of rapid and sustainable development.

The Congress also discussed and contributed many heartfelt and responsible opinions to the draft documents to be submitted to the 14th National Congress of the Party and the draft documents to be submitted to the 20th Congress of the Nghe An Provincial Party Committee, term 2025-2030.

At the Congress, the Organizing Committee announced the Decision of the Provincial Party Standing Committee appointing 25 comrades to the Executive Committee of the Hop Minh Commune Party Committee, term I, 2025-2030; including 3 members of the Standing Committee of the Commune Party Committee: Vu Tuan Dung - Secretary of the Party Committee, Chairman of the Commune People's Council; Nguyen Van De - Standing Deputy Secretary of the Commune Party Committee; Nguyen Thi Phuong Thao - Deputy Secretary of the Party Committee, Chairman of the Hop Minh Commune People's Committee.
