Twenty-seven comrades have been appointed to the Executive Committee of the Hung Chau Commune Party Committee for the 2025-2030 term.

Attending the congress were comrades: Ha Xuan Quang - Member of the Provincial Party Committee, Secretary of the Dien Chau Commune Party Committee; Chu Duc Thai - Head of the Culture and Social Affairs Committee, Provincial People's Council; representatives from provincial departments and agencies, along with 250 official party members representing 1,732 party members in the entire Party Committee.

Impressive numbers

Hung Chau commune was established by merging four former administrative units (Dien Doai, Dien Lam, Dien Truong, and Dien Yen) of the former Dien Chau district. After its establishment, the commune's Party Committee had 66 Party organizations with 1,732 Party members. During the 2020-2025 term, the former communes (now part of Hung Chau commune) have undergone significant transformations in terms of rural appearance, people's quality of life, and the effectiveness and efficiency of the political system.

In the field of socio-economic development, the average socio-economic growth rate is projected at 11.6% per year; total budget revenue in the area in 2025 is estimated at 61 billion VND, a three-fold increase compared to 2020 (exceeding the target set by the Congress); per capita income in 2025 is estimated at 71 million VND, 1.4 times higher than in 2020. The economic structure is shifting in the right direction, prioritizing industry, construction, and services.

The new rural development movement has seen many positive developments. During the period 2021-2025, using local budget funds and leveraging support from higher-level budgets, 98 projects were constructed with a total investment of over 380 billion VND to support new rural development.

The rural infrastructure system has developed rapidly, and the face of the countryside has changed and improved. Before the merger, all four communes were recognized by the Provincial People's Committee as meeting the standards of new rural areas, with two of them being recognized as meeting the standards of advanced new rural areas.

A highlight of Hung Chau's performance during the past term was its focus on attracting investment for industrial development and infrastructure construction.

During the period 2021-2025, the locality attracted investment in 6 projects with a total investment of over 1,480 billion VND, notably including: Viet Glory Dien Truong leather shoe manufacturing and processing factory; Phu Linh export garment factory; and Zone B - Muong Thanh Eco-tourism area, attracting more than 10,000 workers.

At the same time, the commune coordinated with the Management Board of the Southeast Economic Zone to implement the planning of the Dien Quynh Industrial Park (scale 1/2,000) (approximately 480 hectares, of which 350 hectares belong to Hung Chau commune and 130 hectares belong to Quynh Luu commune).

Furthermore, the commune has also done a good job in compensation and land clearance for construction projects, especially key projects such as the North-South expressway; the 500kV Quang Trach - Quynh Luu power line; and supplementary compensation for the expansion and upgrading of National Highway 1A... It has focused on allocating funds from higher-level budgets and local budgets to invest in expanding and upgrading infrastructure, creating favorable conditions for socio-economic development.

Making breakthroughs in the new term.

Delivering a guiding speech at the congress, Comrade Ha Xuan Quang - Member of the Provincial Party Committee, Secretary of the Party Committee, and Chairman of the People's Council of Dien Chau commune - acknowledged and highly appreciated the achievements of the Party Committee, government, and people of Hung Chau commune during the past term.

Expressing strong agreement with the targets, tasks, and solutions outlined in the political report, Comrade Ha Xuan Quang emphasized that Hung Chau commune needs to effectively utilize its potential and advantages in land, human resources, connectivity, and transportation infrastructure, and correctly identify breakthroughs for faster and more comprehensive development in the coming period.

Building on the solid foundation of achievements during the 2020-2025 term and leveraging the advantages of expanding development space, the Hung Chau Commune Party Committee has set forth the motto for the Congress as "Unity - Democracy - Discipline - Breakthrough - Development," reflecting the aspiration, will, and determination to lead Hung Chau to rapid and sustainable development.

The commune Party Committee has set 23 targets to strive for in various fields, notably: A growth rate of 12-13%; an average per capita income of 120 million VND by 2030; an average increase of 12% in total state budget revenue in the area during the 2026-2030 period; achieving advanced new rural standards by 2030; and a 90% rate of cultural hamlets and residential groups...

In addition, the Party Committee of Hung Chau commune will focus on three breakthrough areas:

Firstly, actively attract investment and focus on building a comprehensive and modern infrastructure; prioritize the development of key areas, industrial clusters, services, transportation, and irrigation.

Secondly, we must promote the application of science and technology and digital transformation; focus on building and developing a digital government, and creating an honest, professional, and modern administration that serves the people.

Thirdly, we must build a team of capable officials, civil servants, and public employees who meet the needs of their tasks, especially a team of professional, competent, dedicated, and proactive leaders and managers who dare to think, dare to act, and dare to take responsibility…

The Congress approved the Decision of the Provincial Party Standing Committee on the appointment of the Hung Chau Commune Party Committee Executive Board for the 2025-2030 term, consisting of 27 members; the Commune Party Standing Committee, consisting of 11 members; and the Commune Party Inspection Committee, consisting of 3 members.
