Tuat, La Thi Hoa, and Truong Dinh Luan received life sentences, while Vo Van Du received 20 years in prison.
On November 24th, the Nghe An Provincial People's Court opened the first-instance trial of four defendants, including three residing in Quy Chau commune, Nghe An province: Dang Quang Tuat (born in 1970), Truong Dinh Luan (born in 1978), and Vo Van Du (born in 1995), and La Thi Hoa (born in 1970, residing in Trung Khanh commune, Cao Bang province), on charges of illegally trading narcotics. In addition, Tuat and Luan were also prosecuted for illegally possessing narcotics.

According to the case file, driven by greed, Tuất committed the illegal act of buying and selling narcotics twice.
Specifically, on October 16, 2023, Tuat ordered 5 blocks of heroin (weighing over 1.7 kg) from a person named Sau (whose identity is unknown) for 575 million VND. Afterward, Tuat instructed Truong Dinh Luan to receive the drugs and take them to Trung Khanh district (Cao Bang province) to sell to La Thi Hoa, promising to pay her 50 million VND as commission.
The following day, upon receiving the "goods," Luan and Tuat delivered the drugs to Hoa. In this transaction, Hoa only paid Tuat 350 million VND, requesting to defer payment of the remaining amount.
Subsequently, on December 16, 2023, Hoa ordered 3 blocks of heroin from Tuat for 600 million VND, having already transferred 80 million VND in advance. The two parties agreed that Hoa would pay the full amount, including the previous debt, upon Tuat's delivery of the drugs.
Tuất continued to order drugs from Sáu and then instructed Luân and Võ Văn Dư to deliver the drugs to Hoa. At 0:00 on December 24, 2023, following Tuất's instructions, Dư drove Luân to Châu Thôn intersection in Quế Phong district to receive 3 blocks of heroin (weighing over 1 kg). There, Luân bought some more drugs for personal use. At 2:30 AM the same day, both were arrested by the police along with the evidence.
Based on the statements of the two suspects, the police urgently arrested Dang Quang Tuat. A search of his home revealed two packages of drugs. On the same day, authorities arrested La Thi Hoa.
The investigating agency determined that Tuat is criminally liable for the act of buying and selling more than 2.8 kg of drugs and possessing more than 18 grams of drugs.
La Thi Hoa and Truong Dinh Luan are criminally liable for the trafficking of over 2.8 kg of narcotics. In addition, Luan was also found to be in possession of over 29 grams of narcotics. Vo Van Du is held responsible for assisting Tuat in the trafficking of over 1 kg of narcotics.
At the trial, the defendant Tuat confessed to spending over 1 billion VND on drug trafficking despite knowing that the act was against the law.
The defendants admitted to buying and selling drugs out of greed. Defendants Tuat and Luan confessed that they possessed drugs for personal use because they were addicted.
After a comprehensive review of the case, the panel of judges sentenced defendants Dang Quang Tuat, La Thi Hoa, and Truong Dinh Luan to life imprisonment. Defendant Vo Van Du received a 20-year prison sentence.
