Details of blocks and hamlets in Do Luong expected to be merged

In order for the merger of villages to be in line with the purpose, requirements and progress set out, the People's Committee of Do Luong district requires the People's Committees of communes and towns to develop a project to arrange and merge hamlets and blocks in the area that do not meet the standards prescribed in Circular 14/2018/TT-BNV dated December 3, 2018 of the Ministry of Home Affairs.

During the implementation process, the district promptly urged in writing;guide the documents and procedures so that localities can understand and organize the implementation to achieve high results. At the same time, localities also do a good job of propaganda, through conferences, answering questions of the grassroots and directly handling the problems of the unit and through the information and propaganda systems.

The Steering Committee for the implementation of the project has assigned clusters and points to promptly accompany the grassroots. For special and difficult communes such as Hien Son, Giang Son Dong, Tru Son, Dai Son, Thuong Son, Thai Son ... district officials have directly gone down to direct and support the locality in propaganda, at the same time coordinating to propose solutions to overcome difficulties, clarifying the people's thoughts; creating high consensus.

Currently, Do Luong district has 368 blocks and hamlets, of which in terms of household size, 16 blocks and hamlets meet 100% of the criteria, 201 blocks and hamlets meet 50% or more of the criteria, and 151 blocks and hamlets meet less than 50% of the criteria.

According to the merger plan, the total number of blocks and hamlets in the area to be merged (both below 50% of the criteria and meeting 50% of the criteria or more) is 356 blocks and hamlets; 178 blocks and hamlets were formed. The total number of blocks and hamlets after the merger is 190, so after the merger, the whole district reduced 178 blocks and hamlets.

Mr. Tran Doan Hung - Head of the Department of Internal Affairs of Do Luong district said that the process of implementing the project of merging villages and hamlets in the district has received high consensus from the people. The villages and hamlets have collected opinions on the merger from the people and submitted to the People's Councils of the communes to propose a Resolution, reporting to the District People's Committee before April 30, 2019; it has now been submitted to the Department of Internal Affairs for approval.

The arrangement of administrative units at the village and hamlet levels will create positive changes, in addition to the benefits of socio-economic development, it will also contribute to streamlining the apparatus, creating conditions to improve the quality of staff, management and operation efficiency; at the same time, reducing the burden on the State budget.

According to the estimate of the district's Department of Internal Affairs, after the merger, the whole district has reduced over 15 billion/year in allowances for non-professional staff compared to before.
