The government has issued a plan for reorganizing administrative units.
On April 7, 2025, the Government issued Resolution No. 74/NQ-CP promulgating the Plan for implementing the reorganization of administrative units and building a two-tiered local government organizational model (the Plan).

The purpose of this Plan is to organize the thorough understanding and effective implementation of Conclusion No. 127-KL/TW, Conclusion No. 130-KL/TW, Conclusion No. 137-KL/TW, and Official Letter No. 43-CV/BCĐ, creating unity in awareness and action among officials, civil servants, and employees in central agencies, organizations, and units, as well as local governments at all levels; and to create consensus and support from the people and public opinion.
At the same time, clearly define the roadmap and the tasks to be performed at each stage, ensuring they are consistent with reality in order to successfully achieve the goals, requirements, tasks, and solutions outlined in the Conclusions of the Politburo and the Secretariat. Clearly assign tasks, responsibilities, and coordination among relevant ministries, departments, provincial (city) Party committees, People's Councils, People's Committees of provinces and centrally-administered cities, and related agencies in directing and organizing implementation.
完善 policies and laws on the organization of two-tiered local government.
One of the tasks and solutions outlined in the Plan is to finalize policies, laws, and guiding documents as a basis for the reorganization of administrative units and the establishment of a two-tiered local government system.
Based on their assigned functions, tasks, and powers, central ministries and agencies shall proactively propose and submit to competent authorities for promulgation, or promulgate within their authority, legal documents and guidelines to resolve issues related to the reorganization of administrative units, the termination of operations of district-level administrative units, and the organization of two-tiered local governments, ensuring that after the reorganization of administrative units, the two-tiered local governments operate smoothly, without interruption, and without legal gaps. The deadline for completion is before June 30, 2025.
Ministries and ministerial-level agencies shall preside over the review of tasks, powers, authority, and administrative procedures of district-level governments within their respective areas of management, as well as matters that can be decentralized from the Government, the Prime Minister, Ministers, and heads of ministerial-level agencies to provincial and commune-level local governments. Based on this, they shall proactively issue regulations within their authority or propose and report to the Government for issuance of documents concerning provisions other than laws, resolutions of the National Assembly, and resolutions and ordinances of the Standing Committee of the National Assembly. The deadline for completion is before June 30, 2025.
Specifically, the Government has assigned the Ministry of Interior to advise and submit to the Government, for presentation to the National Assembly, a new law to replace the Law on Organization of Local Government in 2025; and a new law to replace the Law on Cadres and Civil Servants in 2008 (amended and supplemented in 2019). The deadline for completion is before April 30, 2025.
The Ministry of Interior will advise and submit to the Government, for presentation to the Standing Committee of the National Assembly, a draft Resolution on the reorganization of administrative units in 2025 before April 8, 2025.
Before June 30, 2025, the Ministry of Interior, in coordination with other ministries, sectors, and localities, shall submit to the Government a Decree replacing Decree No. 61/2018/ND-CP dated April 23, 2018, of the Government on the implementation of the one-stop and integrated one-stop mechanisms in resolving administrative procedures; submit to the Government a Decree regulating the number of Vice Chairmen of People's Committees and the process and procedures for election, resignation, dismissal, removal, transfer, and demotion of members of People's Committees, and the delegation of powers of the Chairmen of People's Committees at all levels; submit to the Government a Decree regulating the organization of specialized agencies under the People's Committees of wards, communes, and special zones; job positions associated with the staffing of each specialized agency under the People's Committees of wards, communes, and special zones; and submit to the Government a Decree amending and supplementing the table of allowances for leadership positions in state agencies and state-owned enterprises. Agencies and units under the People's Army and People's Public Security issued regulations accompanying Government Decree No. 204/2004/ND-CP dated December 14, 2004, on the salary regime for cadres, civil servants, public employees, and armed forces; issued circulars guiding regional allowances and attraction allowances for cadres, civil servants, public employees, and armed forces; and areas applying minimum wage levels for workers in the enterprise sector.
Before November 1st, 2025, the Ministry of Interior, in coordination with central ministries and agencies and local authorities, will issue a Circular stipulating the establishment and management of administrative boundary records.
The Ministry of Interior, in coordination with relevant ministries and agencies, shall issue: Guidelines on the arrangement and consolidation of the organization and operation of People's Councils and People's Committees of wards, communes, and special zones; the recognition of safe zones, safe communes, island communes, heroic units of the People's Armed Forces, and heroic labor units in areas undergoing the rearrangement and reorganization of commune-level administrative units; guidelines on the management of document management and archiving when rearranging and merging provincial-level administrative units and rearranging and reorganizing commune-level administrative units; guidelines on job title standards, ranks, and salary and allowance policies for officials and civil servants in wards, communes, and special zones when rearranging commune-level administrative units; guidelines on the organization of specialized agencies under the People's Committees of wards, communes, and special zones; and the development of job positions linked to the staffing of each specialized agency under the People's Committees of wards, communes, and special zones. The arrangement and placement of officials, civil servants, and public employees when merging provincial-level administrative units, reorganizing commune-level administrative units, and implementing a two-tiered local government system must be completed before April 10, 2025.
Before April 10, 2025, the Ministry of Interior, in coordination with relevant ministries and agencies, will advise the Government Steering Committee to direct the Ministry of Finance, the State Bank of Vietnam, and relevant agencies to continue researching and developing plans for the restructuring of tax agencies, state treasury, customs, social insurance, statistics, banks, etc., in accordance with the merger of provincial-level administrative units and the implementation of a two-tiered local government organizational model.
The Ministry of Justice shall advise and submit to the Government for submission to the National Assembly for promulgation a Law amending and supplementing the Law on the Promulgation of Legal Normative Documents and a Resolution amending and supplementing Resolution No. 190/2025/QH15 dated February 19, 2025 of the National Assembly regulating the handling of some issues related to the reorganization of the state apparatus, or a new Resolution regulating the handling of some issues related to the organization of two-level local government (if necessary). The deadline for completion is before May 15, 2025.
Before April 10, 2025, the Ministry of Justice, in coordination with relevant ministries and agencies, will submit to the Prime Minister a proposal assigning ministries and ministerial-level agencies to develop and submit to the Government for promulgation decrees in specialized fields related to the organizational structure, tasks, and powers of provincial and commune-level local governments.
Before April 10, 2025, the Ministry of Justice will issue guidelines on handling issues arising in the fields of civil registration, registration of security measures when implementing the rearrangement and reorganization of administrative units at all levels, and other related issues under the state management of the Ministry of Justice.
The Ministry of Agriculture and Environment, in coordination with relevant ministries and agencies, shall issue: Guidelines for reviewing, supplementing, and adjusting issues related to new rural development and policies under the National Target Program for New Rural Development, projects, sub-projects, and activities under the National Target Program for Sustainable Poverty Reduction in administrative units undergoing restructuring; guidelines for updating cadastral records, land use right certificates, and certificates of assets attached to land; land databases; providing data on the natural area of administrative units undergoing restructuring,... and other related issues under the state management of the Ministry of Agriculture and Environment before April 10, 2025.
Before April 10, 2025, the Ministry of Public Security, in coordination with relevant ministries and agencies, will issue guidelines on the recall of old seals, the engraving of new seals, and the updating of citizens' residential addresses due to changes in administrative boundaries and names within the national database system on population, citizen identification, and electronic identification; resolve issues related to criminal records; review and provide data on actual population in administrative units at all levels, and other related issues under the state management of the Ministry of Public Security.
Before April 10, 2025, the Ministry of National Defence, in coordination with relevant ministries and agencies, will issue guidelines for reviewing and identifying administrative units in border areas and key defense zones; establishing military defense zones when organizing local governments into two levels; organizing the development of militia and self-defense forces in administrative units undergoing restructuring and reorganization; and other related issues under the state management purview of the Ministry of National Defence.
The Ministry of Finance, in coordination with relevant ministries and agencies, shall issue guidelines on the implementation of public investment capital and the adjustment of the public investment capital plan for the period 2026-2030; the determination of investment incentives; procedures for adjusting investment projects in cases of changes in administrative boundaries; changes in information in business registration certificates, cooperative registration certificates, household business registration certificates, and business licenses of individuals and organizations when implementing the rearrangement of administrative units and the organization of two-tiered local governments; and advise competent authorities on providing financial support to localities (at the provincial level) facing financial difficulties when implementing the rearrangement of administrative units as directed by competent authorities. The deadline for completion is before April 10, 2025.
Before April 10, 2025, the Ministry of Ethnic Minorities and Religions, in coordination with relevant ministries and agencies, shall issue guidelines for implementing the policies and regulations of the National Target Program for socio-economic development in ethnic minority and mountainous areas in administrative units undergoing restructuring; the Ministry of Culture, Sports and Tourism shall issue guidelines for reviewing, adjusting, and identifying administrative units with recognized and ranked relics as world cultural and natural heritage sites, special national historical heritage sites in administrative units undergoing restructuring and reorganization, and other related issues within the scope of state management of the Ministry of Culture, Sports and Tourism.
Before April 10, 2025, the Ministry of Construction, in coordination with relevant ministries and agencies, will issue guidelines for reviewing urban planning and assessing the urban quality of administrative units after reorganization; issue guidelines for reviewing, numbering, and assigning house and construction number plates in urban and rural areas, ensuring a scientific, consistent, and synchronized approach across urban, rural, and mountainous areas; meeting the requirements of state management, linked to the synchronization and interconnection of national data on population, land, information systems, digital addresses, etc., and other related issues within the scope of state management of the Ministry of Construction.
The Ministry of Science and Technology issued guidelines on e-government and digital government to meet the requirements of digital transformation; on building a data system that connects and integrates local governments at the commune and provincial levels, and with central agencies, and other related issues within the scope of state management of the Ministry of Science and Technology. The Ministry of Health issued guidelines on the arrangement and organization of medical facilities in administrative units undergoing restructuring and reorganization, and other related issues within the scope of state management of the Ministry of Health. The deadline for completion is before April 10, 2025.
Before April 10, 2025, the Ministry of Education and Training will issue guidelines to ensure the maintenance and improvement of the quality and effectiveness of educational and training institutions in administrative units undergoing restructuring; guidelines on state management of educational and training institutions in provinces and cities upon the completion of operations of district-level administrative units and the reorganization of grassroots-level administrative units in localities, and other related issues within the scope of state management of the Ministry of Education and Training.
Finalize the administrative unit reorganization at all levels before September 20, 2025.
According to the Plan, before April 18, 2025, the Ministry of Interior, in coordination with relevant ministries and agencies, will organize a national conference to disseminate the plan to central ministries and agencies and localities immediately after the Politburo's briefing conference.
Regarding the implementation of the rearrangement and reorganization of commune-level administrative units.According to the plan, provincial People's Committees will prepare the project dossier before May 1, 2025. Before May 30, 2025, the Ministry of Interior will appraise and prepare the Government's project dossier to submit to the Standing Committee of the National Assembly.
Regarding the implementation of the reorganization of provincial-level administrative units.The plan states that, before May 1, 2025, provincial People's Committees will prepare the project proposal. Before May 30, 2025, the Ministry of Interior will prepare the Government's project proposal to submit to the National Assembly. The Committee on Law and Justice will review it, and the National Assembly will consider and approve it before June 20, 2025.
According to the Plan, the final review of the reorganization of administrative units at all levels will be completed before September 20, 2025.
