The government is providing 260 billion VND to help mitigate damage from storms and floods.
The Prime Minister has decided to provide financial assistance to 12 localities to help them overcome the damage caused by Typhoon No. 1 and the subsequent floods following Typhoon No. 2.
Accordingly, the Government allocated 260 billion VND from the central budget reserve for 2016 to support 12 localities, including: Nam Dinh (50 billion VND); Thai Binh (40 billion VND); Ha Nam, Dien Bien, Hung Yen, Thanh Hoa, Son La (10 billion VND each); Ninh Binh, Hai Phong, Hoa Binh (20 billion VND each); Ha Giang, Lao Cai (30 billion VND each).
The provinces will use this money to support people's livelihoods and urgently repair essential infrastructure such as irrigation works, rural transportation, dikes, etc.
The government also advanced 50 billion VND from the central budget reserve for 2016 to the provinces of Nam Dinh (20 billion VND), Thai Binh (20 billion VND), and Hung Yen (10 billion VND) to support the provision of seeds, livestock, and aquatic products that were damaged.
Local authorities must have appropriate plans for using these funds.

The Prime Minister instructed the People's Committees of provinces and cities to use the funds supported by the central budget and other sources to overcome the consequences of natural disasters; they are responsible for managing and using the above funds to ensure that they are used for the right purposes, target groups, and in accordance with current regulations...
Local authorities use local budgets to support the provision of plant seeds, livestock, and aquatic products in the affected areas. Support for families with deceased or missing members, or whose homes have been destroyed or swept away by natural disasters, is provided according to the Government Decree stipulating social assistance policies for beneficiaries of social protection programs.
On October 19th, Mrs. Nguyen Thi Hien, wife of President Tran Dai Quang, along with the Trade Union of the Office of the President, visited and distributed gifts including food, water, and rice to flood victims in Nghe An, Ha Tinh, and Quang Binh provinces. In Nghe An, the delegation visited and offered condolences to the families of Hoang Thi Phuong Anh (8 years old, Hung Trung commune, Hung Nguyen district) and Pham Ngoc Hoang (13 years old, Nam Kim commune, Nam Dan district), who were swept away by floods and died. This is the amount of money donated by officials and employees of the Trade Union of the Office of the President to support people in Central Vietnam affected by floods, with the hope of contributing to helping people in the flood-stricken areas overcome difficulties caused by natural disasters and stabilize their lives as soon as possible. |
