The government raises the standard level of preferential allowances for people with meritorious service.
The Government issued Decree No. 55/2023/ND-CP dated July 21, 2023, amending and supplementing a number of articles of Decree No. 75/2021/ND-CP dated July 24, 2021, of the Government stipulating the levels of allowances, subsidies, and preferential regimes for people who have rendered meritorious services to the revolution.
Decree No. 55/2023/ND-CP amends the standard level of preferential allowances for people who have rendered meritorious services to the revolution.
Accordingly, the standard allowance for people who have rendered meritorious services to the revolution has increased from 1,624,000 VND to 2,055,000 VND.
The decree clearly states that the above-mentioned standard serves as the basis for calculating the amount of allowances, subsidies, and preferential treatment for those who have rendered meritorious services to the revolution and their relatives.

The rates stipulated in this Decree shall be adjusted when the rates are adjusted and rounded to the nearest thousand dong.
Changes to the level of preferential allowances and subsidies.
Decree No. 55/2023/ND-CP also amends and supplements the levels of preferential allowances and subsidies.
Specifically, the monthly allowances and preferential benefits for people who have rendered meritorious services to the revolution and their relatives are stipulated in Appendix I issued with Decree No. 55/2023/ND-CP.
The monthly preferential allowance rates for war invalids and those receiving benefits similar to war invalids are stipulated in Appendix II issued with Decree No. 55/2023/ND-CP.
The monthly preferential allowance for war invalids of type B is stipulated in Appendix III issued together with Decree No. 55/2023/ND-CP.
The amount of one-time preferential allowance for people who have rendered meritorious services to the revolution and their relatives is stipulated in Appendix IV issued together with Decree No. 55/2023/ND-CP.
In cases where the one-time allowance is calculated based on seniority, after rounding up the number of years of participation in the resistance, if there are odd months remaining, the odd months will be rounded up according to the following principle: from 6 months to less than 12 months is counted as 1 year, and less than 6 months is counted as 6 months.
If the exact date and month of the start of the resistance movement cannot be determined, it shall be calculated from July 1st of that year.
Decree No. 55/2023/ND-CP takes effect from September 5, 2023.
The levels of allowances and preferential benefits for people who have rendered meritorious services to the revolution, as stipulated in Appendix I, Appendix II, Appendix III, and Appendix IV issued with Decree No. 55/2023/ND-CP, shall be implemented from July 1, 2023.
The Ministry of Labour, Invalids and Social Affairs stated that, according to current regulations, the standard amount for determining allowances and preferential benefits for people who have rendered meritorious services to the revolution is 1,624,000 VND, effective from July 1, 2019, as stipulated in Government Decree No. 58/2019/ND-CP.
Since 2020, the outbreak of the COVID-19 pandemic has impacted many aspects of the country's economy and society, causing difficulties in state budget revenue collection, and preventing adjustments to the basic salary, allowances, and preferential benefits for war veterans.
On July 24, 2021, the Government issued Decree No. 75/2021/ND-CP, but the standard for determining the levels of allowances and preferential benefits for people who have rendered meritorious services to the revolution remains unchanged at 1,624,000 VND.
Based on Resolution No. 69/2022/QH15 dated November 11, 2022, of the National Assembly on the state budget estimate for 2023, from July 1, 2023, the standard allowance for people with meritorious services will be increased to ensure it is not lower than the standard poverty line for urban areas.
According to Government Decree No. 07/2021/ND-CP stipulating the multidimensional poverty standard for the period 2021-2025, the poverty line for urban households is 2,000,000 VND/person/month. Based on this, the Ministry of Labor, Invalids and Social Affairs has proposed to the Government to adjust the preferential allowance standard for people with meritorious services to the revolution.
