The Government agreed to establish three special economic zones.

The Government has just given its official opinion on the project to build special economic zones in three provinces: Quang Ninh, Khanh Hoa and Kien Giang.

Accordingly, in the resolution issued at the November meeting, the Government agreed on the principles of building a model of three special administrative-economic units: Van Don (Quang Ninh), Bac Van Phong (Khanh Hoa) and Phu Quoc (Kien Giang) in the following direction: each special administrative-economic unit chooses to develop its own strengths, in order to exploit the maximum potential and comparative advantages of each unit, create new development momentum, ensure resource allocation by region, and create spillover effects nationwide.

The Government assigned the People's Committees of Quang Ninh, Khanh Hoa and Kien Giang provinces to preside over and coordinate with the Ministry of Planning and Investment and relevant ministries and agencies to complete the projects on special administrative-economic units; propose to competent authorities specific mechanisms and policies to develop draft laws on special administrative-economic units for each unit.

The Ministry of Planning and Investment shall preside over and coordinate with relevant ministries, agencies and localities to promptly receive the Government's opinions, complete reports on projects, including updating, analyzing and evaluating international experience in this field; propose groups of special preferential economic mechanisms and policies applicable to special administrative-economic units.

The Party Committee of the Ministry of Planning and Investment reports to the Government Party Committee for comments before reporting to the Politburo as prescribed.

Based on the proposed mechanisms and specific policies of the provinces and the concluding opinions of the Politburo, the Ministry of Planning and Investment is assigned to preside over and coordinate with the Ministry of Home Affairs, the People's Committees of the provinces and relevant ministries and agencies to propose the drafting of laws on special administrative-economic units: Van Don, Bac Van Phong, Phu Quoc, and report to the Government for comments to submit to the National Assembly.

Regarding the issue of planning and construction, in the above resolution, the Government also requested the ministries of Construction, Natural Resources and Environment, and Transport to coordinate with localities to review plans related to urban management, especially in large cities, and propose solutions for correction.

In particular, the Ministry of Construction shall preside over and coordinate with the People's Committees of Ho Chi Minh City and Hanoi to organize inspections and examinations of urban planning management, especially the planning and licensing of construction of new urban areas and high-rise apartment buildings, and report to the Prime Minister in the second quarter of 2017.
