The government is implementing solutions to improve population efficiency and development in the new context.
Deputy Prime Minister Le Thanh Long has just signed Decision No. 1745/QD-TTg dated August 15, 2025, of the Prime Minister promulgating the plan to implement Conclusion No. 149-KL/TW dated April 10, 2025, of the Politburo on promoting the implementation of Resolution No. 21-NQ/TW dated October 25, 2017, of the 6th Conference of the Central Committee of the 12th Party Congress on population work in the new situation.

The purpose of this Plan is to organize the thorough and effective implementation of Conclusion No. 149-KL/TW to promote and enhance the effectiveness of population and development work in the new situation. At the same time, it aims to leverage the combined strength of the political system and all sectors of the population, and strengthen inter-sectoral coordination among central and local ministries and agencies in implementing Conclusion No. 149-KL/TW.
Population work is a strategic, urgent, and long-term task.
The plan outlines five specific tasks and solutions as follows:
Regarding the organization of propaganda, dissemination, and thorough understanding of Conclusion No. 149-KL/TW,Ministries, sectors, and People's Committees of provinces and centrally-administered cities are urged to promptly organize the dissemination, promotion, and thorough understanding of the content of Conclusion No. 149-KL/TW and the Prime Minister's Plan for implementing Conclusion No. 149-KL/TW to all Party members, officials, civil servants, and employees at all levels, sectors, agencies, and units to create unity, raise awareness, and improve actions at all levels, sectors, and throughout society; and enhance the effectiveness of population work in the new situation (to be completed by August 2025). The Ministry of Health shall advise the Prime Minister to organize a national conference to thoroughly understand Conclusion No. 149-KL/TW and implement this Plan (to be completed by August 2025).
The Ministry of Culture, Sports and Tourism, Vietnam Television, Vietnam Radio, and Vietnam News Agency, in coordination with the Ministry of Health and other ministries, sectors, and localities, will organize extensive dissemination of the contents of Conclusion No. 149-KL/TW of the Politburo and the Prime Minister's Plan on implementing Conclusion No. 149-KL/TW through mass media and grassroots information systems.
Simultaneously, it is necessary to raise awareness, strengthen responsibility, and innovate leadership methods; innovate thinking in directing and implementing; view population as a top priority, and consider population work as a strategic task, both urgent and long-term, of the cause of national construction and defense, a cause of the entire Party, the entire people, and the entire political system. Include population work content in resolutions, programs, and work plans; integrate population factors into strategies, plans, programs, and projects for socio-economic development nationwide, in each region, each sector, and each locality. Effectively promote the leadership, direction, and inter-sectoral coordination role of the Steering Committee for Population and Development at all levels.
Regarding the innovation of content in propaganda and mobilization on population work.,Ministries, sectors, and People's Committees of provinces and centrally-administered cities should focus on innovating the content and methods, and improving the quality and effectiveness of propaganda and mobilization work on population issues in the new situation to cadres, Party members, civil servants, employees, and the people; considering the implementation of population and development policies in the new era as the responsibility of the entire political system, each individual, family, and society as a whole.
At the same time, leveraging the advantages of digital media and social media with the criteria of diverse content, rich forms, relevance to reality, and suitability for each target group and region, we can convey the Party's guidelines, the State's policies and laws, and knowledge about population to each citizen in order to raise awareness and change behaviors regarding population and development.
Accelerate the progress of drafting the Population Law Project to meet the requirements of national development in the new period.
Regarding the improvement of policies and laws on population.The Ministry of Health, in coordination with other ministries, sectors, and People's Committees of provinces and centrally-administered cities, will accelerate the development of the Population Law Project to meet the requirements of national development in the new period in accordance with the spirit of the 13th National Congress Resolution of the Party, and submit it to the National Assembly for comments and approval at the 10th Session of the 15th National Assembly. It will also develop and submit to the Government a Decree guiding the implementation of the Population Law after its promulgation.
Simultaneously, the department advised on amending and supplementing the Law on the Elderly. It chaired the development and submission to the Prime Minister of the Decision on amending and supplementing the Program for adjusting birth rates to suit different regions and target groups by 2030, ensuring the national replacement birth rate; the Decision approving the Project on building and developing healthcare workers for the elderly in the community and healthcare facilities for the elderly by 2030, with a vision to 2045; and the Decision approving the Project on controlling gender imbalance at birth for the period 2026-2035.
Promoting the development and improving the effectiveness of the population service delivery network.
Regarding the synchronized implementation of solutions for population work.,The Ministry of Health, in coordination with other ministries, sectors, and the People's Committees of provinces and centrally-administered cities, is promoting the development and improvement of the effectiveness of the population service delivery network with the following solutions: Consolidating and developing the reproductive health care service network; screening and early diagnosis of prenatal and neonatal diseases; the elderly care network; gradually developing the geriatrics specialized network, training and developing specialized geriatrics personnel, building specialized geriatrics medical facilities, and developing a comprehensive healthcare model for the elderly; effectively implementing disease prevention and improving the health of mothers, children, and the population; and promoting socialization and innovation in the methods of providing population services.
Simultaneously, it is necessary to strengthen training, capacity building, and standardization of the workforce working in population affairs to meet the requirements of the shift towards population and development; expand international cooperation on population work to leverage financial, intellectual, experience, and technical support to achieve sustainable population development goals. The implementation of the Vietnam Population Strategy to 2030, and programs and projects on population and development to 2030, should be accelerated; and the National Target Program on Health Care, Population and Development for the period 2026-2035 should be effectively implemented after its approval.
In addition, it is necessary to continue strengthening the organizational structure for population work at all levels to ensure uniformity, continuity, and synchronization with the process of rearranging administrative units and local governments at two levels; strengthen inter-sectoral coordination mechanisms for population work; and increase investment resources to achieve the targets set forth in Resolution No. 21-NQ/TW dated October 25, 2017, of the Sixth Plenum of the Central Committee of the Communist Party of Vietnam, 12th term, on population work in the new situation.
