The government has yet to submit regulations on disciplinary action against retired officials.

The 6th session of the National Assembly Standing Committee was scheduled to discuss the draft Resolution on handling and disciplining retired officials and civil servants who have committed violations. However, this morning, January 9th, when the Standing Committee officially began its work program, the Government had still not submitted the draft, and the regulations may have to be postponed again…

On the morning of January 9th, the Standing Committee of the National Assembly opened its sixth session. According to the session's agenda, before the closing session on the afternoon of January 11th, the Standing Committee will consider the draft resolution on disciplinary action against retired officials and civil servants.

The consideration of the Resolution on disciplinary action against officials and civil servants who have committed violations after retirement was originally included in the agenda of the December 2016 session, but at that time, the Government was not ready to present it, so it was postponed to this session.

This morning, National Assembly Secretary General Nguyen Hanh Phuc further informed that the Government has not yet submitted the draft resolution on the above content, so the reviewing agency cannot yet conduct the review.

"We are very worried because it's difficult to guarantee the progress," Mr. Phuc emphasized.

The issue of disciplining civil servants who violate regulations after retirement was raised when the Party Central Committee requested the National Assembly to consider administrative disciplinary action against former Minister of Industry and Trade Vu Huy Hoang, commensurate with the Party's dismissal.

The issue of examining the legal basis for disciplinary action against retired civil servants was raised at the second session of the National Assembly, held in October and November 2016, when the National Assembly was requested by the Central Party Secretariat to direct the implementation of administrative disciplinary action against Mr. Vu Huy Hoang - former Minister of Industry and Trade.

At the closing session of the second meeting, in the resolution on interpellation and answers to questions, the National Assembly severely criticized Mr. Vu Huy Hoang, Minister of Industry and Trade during the 2011-2016 term, before the National Assembly and voters nationwide for his violations in personnel management during his tenure, causing serious consequences, negatively affecting the prestige of the Party, the State, and the Ministry of Industry and Trade, causing public outrage, and attracting the attention and questioning of many National Assembly deputies.

The resolution also included a clause stating that the National Assembly assigned the Standing Committee of the National Assembly, the Government, and law enforcement agencies to further investigate and handle the matter in accordance with the law.
