Key policies effective from November.
Abolishing the requirement to film traffic police officers on duty, increasing allowances for demobilized soldiers, and relaxing conditions for school construction are some of the notable policies that came into effect in November.
Abolish the regulation requiring audio and video recording of traffic police surveillance.
Effective from November 15th, Circular 46/2024 of the Ministry of Public Security stipulates the implementation of democracy in ensuring traffic order and safety. Among the five forms of public oversight of traffic order and safety, oversight "through audio and video recording devices" is not permitted.
Other forms of communication remain unchanged, including: direct observation; access to publicly available information from the police force and through mass media; through prescribed supervisory bodies; direct contact and resolution of issues with officers and soldiers; and through the results of resolving cases, petitions, complaints, denunciations, suggestions, and feedback.
Citizens' monitoring must ensure compliance with relevant laws and not interfere with the work of officers and soldiers performing their duties; they are not allowed to enter the area where duties are being performed, except for those with relevant rights and obligations.

Increase benefits for retired military personnel.
Circular 53/2024 of the Ministry of National Defence on adjusting monthly allowances for retired and discharged military personnel takes effect from November 1st.
This regulation applies to retired or discharged military personnel who are receiving monthly allowances under the regime for military personnel who participated in the resistance war against the US and served less than 20 years in the army; and military personnel and cryptography workers who receive salaries like military personnel and are retired, discharged, or resigned but are receiving allowances under the policy for those who participated in the war to defend the Fatherland, performed international duties in Cambodia, and assisted Laos after April 30, 1975.
The new benefit amount is calculated using the formula: June 2024 benefit amount multiplied by 1.15.

Easing school construction requirements for Hanoi and Ho Chi Minh City.
Decree 125, effective from November 20th, regulates investment and operation conditions in the education sector. Accordingly, preschools and primary and secondary schools, upon establishment, must meet basic requirements regarding land, facilities, equipment, educational programs, and human resources. Compared to before, specific standards such as minimum land area per student or necessary equipment for educational activities have been abolished. The Ministry of Education and Training stated that this change aims to create flexibility and adapt to adjustments in educational programs in line with socio-economic development.
The decree adds criteria regarding floor area, stating that: In the inner city areas of special urban areas, schools can use floor area instead of land area for school construction. Currently, there are two special urban areas in the country: Hanoi and Ho Chi Minh City. This regulation aims to partially overcome the limitations in urban areas with high population density and increasingly scarce land for school construction.

Establishment of Dong Trieu City in Quang Ninh Province
According to the Resolution on the reorganization of administrative units in Quang Ninh province, effective from November 1st, Dong Trieu City was established in its current state based on Dong Trieu town, with an area of 395.950 km2 and a population of 249,000. Along with that, four new wards, Binh Duong, Thuy An, Binh Khe, and Yen Duc, were established within Dong Trieu City.
The newly established city aligns with the overall socio-economic development plan of Quang Ninh province, oriented towards 2030. During the 2021-2023 period, Dong Trieu's average economic growth rate reached 14%. Per capita income in 2023 reached over 163 million VND, 1.6 times higher than the national average.
Following the upgrading of Dong Trieu town to a city, Quang Ninh province continues to have the most cities in the country, including Ha Long, Uong Bi, Cam Pha, Mong Cai, and Dong Trieu. Quang Ninh is also implementing procedures and preparing documents to propose the establishment of Quang Yen city in 2025. The province aims to become a centrally-governed city by 2030 under its own model.
Foreign investors are not required to deposit 100% of the value when buying securities.
The Ministry of Finance's circular amending and supplementing several provisions on transactions, clearing and settlement, and information disclosure in the securities market came into effect on November 2nd. Accordingly, foreign investors buying shares (foreign investors) are no longer required to have sufficient funds when placing orders, unlike before.
To implement this, securities companies must assess the client's capacity to determine the agreed-upon margin level. If a foreign institutional investor lacks funds, the securities company will cover the shortfall through its proprietary trading account. This entity must sell the securities immediately upon their entry into the account.
The Ministry of Finance also clarified that the bank where the foreign institutional investor opens a securities custody account will be responsible for paying any shortfall if it incorrectly confirms the customer's deposit balance with the securities company, leading to a shortage of funds for securities transaction settlements.
