The Government has officially requested ministries, branches and localities to urgently complete site clearance and necessary conditions to ensure the commencement of the North-South high-speed railway project in December 2026.

The Government Office has issued Notice No. 335/TB-VPCP on the conclusion of Deputy Prime Minister Tran Hong Ha at the meeting on the compensation, support and resettlement project for the high-speed railway on the North-South axis.
Deputy Prime Minister Tran Hong Ha acknowledged the efforts of the Ministry of Construction, ministries and localities in investment preparation, planning review and preliminary design. He especially praised the activeness and proactiveness of five localities including Binh Thuan, Phu Yen, Ha Tinh, Thanh Hoa, Ninh Binh and Vietnam Electricity Group.
According to the report of the Ministry of Construction, progress is generally still slow and uneven among localities. Many contents are still confusing in implementation organization, especially coordination between levels and sectors and resolving problems related to planning, legality, finance and decentralization of responsibilities of local authorities.
The Deputy Prime Minister stressed that this is a project of special national importance, a driving force for socio-economic development and national security. Therefore, ministries, branches and localities need to clearly define their responsibilities and promote a spirit of initiative and creativity.
The goal is to ensure full conditions for project commencement in December 2026 as required by the Government in Resolution No. 106/NQ-CP dated April 23, 2025.
In the immediate future, localities will focus on completing procedures related to site clearance and resettlement. At the same time, select some important locations such as stations and convenient sections to hold the groundbreaking ceremony on August 19, 2025.
Resettlement areas serving the project's site clearance work will also be started at the same time.
Project information
The North-South high-speed railway project was approved by the National Assembly in November 2024. The route is 1,541km long, starting at Ngoc Hoi station (Hanoi) and ending at Thu Thiem station (Ho Chi Minh City), passing through 20 provinces and cities with a total investment of about 67 billion USD.
This is considered a national traffic artery, connecting the North and South and playing an important role in promoting Vietnam's socio-economic development.
Currently, a number of corporations and private enterprises have expressed interest and are ready to participate in the project, notably VinSpeed High-Speed Railway Investment and Development Joint Stock Company and Truong Hai Group (THACO).
The official groundbreaking date marks an important step in the process of realizing the largest transport super project in Vietnam's history.
