The National Population Database officially went into operation on July 1st.
(Baonghean.vn) - The Ministry of Public Security has collected and synchronized over 98 million people's information into the system; through this, it issued identification numbers to citizens nationwide on June 18th.
On the morning of June 22nd, the Ministry of Public Security held an online conference to summarize the construction and implementation of the National Population Database Project; the Project for the Production, Issuance and Management of Citizen Identification Cards (CCCD); and the ceremony to officially announce the system's operation from July 1st, 2021.
Previously, in 2020, the Prime Minister approved the population data project and the identity card project. These two projects were prioritized by the Ministry of Public Security and are now essentially complete, one month ahead of schedule.
These are two separate projects, but the police force has integrated them to the maximum extent possible, helping to reduce costs by 1,000 billion VND. In particular, the national population database system is designed and built according to a centralized model, including a Data Center (DC) in Hanoi and a Backup Data Center (DR) in Ho Chi Minh City, ensuring modernity.

Lieutenant General Nguyen Duy Ngoc, Deputy Minister of Public Security, said that after the Prime Minister approved two projects, including the National Database on Population and Production and the issuance of chip-embedded Citizen Identity Cards, the Ministry of Public Security has deployed and reinforced nearly 200,000 police officers to collect and update population information nationwide.
After more than a year of implementation, the Ministry of Public Security has successfully developed the two projects. These are two independent projects, but the ministry directed that they be integrated as much as possible to ensure synchronization and avoid waste. This resulted in a reduction of over 1,000 billion VND in the initial budget.
To date, the Ministry of Public Security has directed the main contractors of the project to implement the technical design of the National Database System and to produce, issue, and manage Citizen Identification Cards. The systems are ready to integrate with the national public service portal; ministries, sectors, and localities; and are ready for international interoperability, while also having high security.
"Regarding population database collection, the Ministry of Public Security has collected and synchronized over 98 million people into the system. Through this, identification numbers were issued to citizens nationwide on June 18th," Mr. Nguyen Duy Ngoc emphasized.

To date, the Ministry of Public Security has tested the integration of data sharing services with the Ministry of Information and Communications, the Ministry of Finance, the Ministry of Justice, and data connectivity with 33 out of 63 provincial and city People's Committees nationwide. This has helped verify citizen information, resolve 236 administrative procedures, and meet the requirements for building an e-government.
Regarding the project to produce and issue chip-embedded citizen identification cards, the Ministry of Public Security stated that, as of June 15th, the Department of Administrative Management of Social Order Police had received nearly 54 million applications for citizen identification cards. It is expected that the printing and distribution of all cards will be completed by the end of September.

At the conference, the Nghe An Provincial Police Department was commended by the Prime Minister for its effective implementation of two projects. The Provincial Police Department proactively advised the Provincial People's Committee to direct People's Committees at all levels, agencies, organizations, departments, and associations to cooperate with the police force in collecting, updating, and correcting population information and issuing chip-embedded citizen identification cards.
Simultaneously, numerous comprehensive directives were developed, implemented, and issued to focus on completing the two projects on schedule; directing professional units and police forces at all levels and localities to consider this a crucial political task, requiring the concentration of all resources for its implementation, including assigning specific responsibilities to unit leaders at all levels and to officers directly involved in the task…

The Nghe An Provincial Police Department is one of three units nationwide that completed the National Population Database project three months ahead of the schedule set by the Ministry of Public Security. Regarding the processing of applications for Citizen Identity Cards, as of June 15, 2021, the processing rate throughout the province had reached nearly 96%.
The completion of the National Population Database and the system for producing, issuing, and managing Citizen Identification Cards has brought, is bringing, and will continue to bring many great benefits to State agencies, social organizations, businesses, and the people. In particular, it will create a fundamental change in State management of the population towards modernization, contributing to a thorough reform of administrative procedures related to citizens.

The use of electronic chip-embedded citizen identity cards will replace many other types of documents, while also opening up many opportunities in the deployment of services related to electronic authentication, serving socio-economic development.
