Proactive relocation of Quang Trung apartment building residents before the rainy and stormy season.

Instead of waiting until the rainy season and storms were imminent like in previous years, starting from the end of June 2026, the authorities of Thanh Vinh ward, Nghe An province, proactively began relocating residents living in the Quang Trung apartment complex to temporary housing. This early preparation not only gave residents time to stabilize their lives but also minimized potential risks to the buildings, which have been classified as having a D-level risk.

Relocate to a safe place.

According to reporters' observations on June 25-26, the atmosphere at the old Quang Trung apartment complex was busier than usual. In buildings C5 and C6, many families were busy packing their belongings and hiring vehicles to transport their possessions to temporary accommodation.

Along with the local people, the functional forces of Thanh Vinh ward, working groups, organizations, and related units were present from early morning to assist with transportation, guide necessary procedures, and encourage people to stabilize their lives.

Previously, the People's Committee of Thanh Vinh Ward issued Decision No. 1416 regarding the relocation of 140 households and individuals who are the legal owners and users of apartments in the C5 and C6 apartment buildings of the Quang Trung apartment complex. These two buildings have been inspected and classified as dangerous level D – the highest level of danger for apartment buildings according to regulations, especially with the rainy and stormy season approaching. The relocation aims to ensure the safety of people's lives and property, while also facilitating the implementation of the project to renovate and rebuild block C of the Quang Trung apartment complex.

To facilitate the relocation of residents, the local government is providing financial assistance of 5 million VND per household for relocation and a monthly allowance of 5 million VND for temporary housing for a period of 6 months. Residents are free to choose a rental location that suits their family's living, studying, and working conditions.

Mr. Nguyen Van Hai, a resident of apartment building C5, Quang Trung, said that his family had prepared mentally beforehand, so the move went quite smoothly.

"I've lived here for over 40 years, so I'm attached to this place and have many memories. But in recent years, the apartment has seriously deteriorated. Every rainy season, my whole family is worried about leaks, cracked walls, and peeling ceilings. Now that the government is providing financial assistance for renting a house, my family can rest assured and move to temporary accommodation, hoping to return to the new resettlement area soon for a more stable life," Mr. Hai shared.

Also agreeing with the relocation plan, Mr. Tran Van Hung, a resident of Quang Trung apartment building, believes that implementing it before the rainy and stormy season is essential.

“Last year, the evacuation was only organized when the storm arrived, so it was quite rushed. This year, we did it earlier, giving people time to arrange their work, find new homes, and move their belongings, so it was much easier. Most importantly, we ensured everyone's safety,” Mr. Hung said.

In fact, this is not the first time the local authorities have organized the relocation of residents in the Quang Trung apartment complex. In August 2025, before Typhoon No. 5 made landfall, Thanh Vinh ward also urgently urged households to leave dangerous buildings to ensure safety. However, carrying out the relocation right before the typhoon hit meant a short preparation time, and the transportation process faced considerable difficulties.

Learning from that experience, this year the local authorities proactively developed a plan early on, implementing the relocation as early as the end of June, before the peak of the rainy and stormy season. This is not only a risk prevention measure but also creates conditions for construction units to access the site early, accelerating the progress of the renovation and reconstruction project of the apartment complex.

According to our research, the Quang Trung apartment complex still has 6 old buildings inhabited, including C2, C3, C4, C5, C6, and D2, with approximately 440 apartments and over 1,000 residents. The majority of residents are retired officials, workers, civil servants, and families with average to low incomes. Due to limited economic resources, many cannot afford commercial housing and therefore remain in apartments that have existed for nearly half a century.

Over time, the buildings have seriously deteriorated. Many load-bearing columns have large cracks, walls are peeling, rainwater is seeping into apartments, staircases are damaged, railings are rusted, and the electrical system is tangled, posing a potential safety risk. Every time the rainy season approaches, the residents' concerns about safety become even more constant.

Mr. Nguyen Tien Dat, Head of the Economic, Infrastructure and Urban Planning Department of Thanh Vinh Ward, said that the biggest goal of the relocation is to ensure the safety of people's lives and property before the rainy and stormy season. During the implementation process, the local authorities focused on disseminating information, mobilizing support, and listening to the concerns and aspirations of each household; at the same time, they coordinated with relevant units to promptly resolve any arising difficulties, helping people to quickly stabilize their lives in temporary housing.

Expedite the completion of the resettlement area.

Relocating residents from dangerous apartment buildings is only a temporary solution. What residents desire most is to return to live in spacious and safe resettlement apartments as soon as possible. Therefore, along with the relocation efforts, Nghe An province and local authorities are focusing on resolving difficulties and obstacles to accelerate the progress of resettlement projects in the Quang Trung apartment complex.

According to the plan approved by the Provincial People's Committee, the project to renovate and rebuild Block C of the Quang Trung apartment complex is being undertaken by Hanoi Housing Investment and Development Joint Stock Company No. 30 as the investor. Specifically, buildings CT3A and CT3B will be used to resettle all households from buildings C2, C3, C4, C5, and C6.

Specifically, building CT3A is allocated for households from blocks C5 and C6. To date, the construction is basically complete, and infrastructure work is underway, including the completion of electricity, water, fire protection systems, and other auxiliary items. According to the plan, the project will be completed and inspected before July 30th and handed over for use before August 30th, 2026.

For building CT3B, which houses the relocated residents of blocks C2, C3, and C4, the investor is focusing manpower and machinery to accelerate construction progress. Currently, construction is nearing completion up to the 14th floor, aiming to complete the structural work before September 30th, finalize acceptance testing in November, and hand over the apartments to residents before December 31st, 2026.

Mr. Nguyen Sy Dieu, Chairman of the People's Committee of Thanh Vinh Ward, said that the locality is focusing on implementing tasks as directed by the People's Committee of Nghe An Province, coordinating closely with departments, agencies and investors to overcome difficulties, and regularly monitoring the construction progress of resettlement areas to ensure completion according to the committed timelines.

According to Mr. Dieu, the early completion of resettlement areas is crucial for people to stabilize their lives. However, with the rainy and stormy season approaching, the immediate priority remains ensuring the absolute safety of lives and property for residents living in apartment buildings that have been identified as being at danger level D.

Therefore, the local authorities are urgently organizing the relocation of households to temporary housing, while continuing to monitor and support people to stabilize their lives while waiting to receive resettlement housing.

In early June 2026, during a site inspection of the Quang Trung apartment complex renovation and reconstruction project, Vice Chairman of the Provincial People's Committee Hoang Phu Hien requested relevant departments, localities, and the investor to focus on accelerating the project's progress. He emphasized that this is a project of significant importance, not only ensuring the safety of residents but also contributing to urban beautification, improving the quality of life, and effectively utilizing central land resources.

At the same time, the Department of Construction is requested to coordinate in resolving difficulties and creating favorable conditions while still ensuring quality, safety, and compliance with regulations; the investor is to mobilize maximum human and material resources, work overtime and extra shifts to complete the remaining items on schedule.
