The Party and State always pay attention to the training, building, and development of the intellectual workforce, discovering and utilizing talent, considering it one of the top priorities in the country's human resource development strategy. The Party, State, and people always respectfully acknowledge and highly appreciate the contributions of the Professors and Associate Professors who have made significant contributions to the great and historically significant achievements of the country, especially in the past 30 years of reform.

President Tran Dai Quang also stated that alongside the great and historically significant achievements in economics, science and technology, and culture and society, the comprehensive national reform process still faces many major and complex issues, limitations, and shortcomings that need to be addressed and overcome to ensure rapid and sustainable national development... Along with this, the fourth industrial revolution, with the strong development of smart technology, the digital age, the information society, and the knowledge economy, opens up enormous development opportunities while also posing very serious challenges, impacting both positively and negatively the sustainable development of the country.

In this spirit, the President emphasized that the team of Professors and Associate Professors plays a very important role in scientific research, summarizing practical experiences, formulating theories, forecasting, and advising the Party and State on practical issues related to sustainable development, national construction and defense in the new situation; teaching, disseminating knowledge, discovering, training, and nurturing talents, and developing high-quality human resources to serve the industrialization and modernization of the country and international integration. The President hoped that Professors and Associate Professors, with all their dedication, energy, intellect, honor, and responsibility, would continuously strive and excel, becoming shining examples in creative work, and making increasingly practical and effective contributions to the cause of education and training and science and technology.

The President requested that the State Council for Professor Titles, drawing on its accumulated experience over the past 36 years, propose scientifically sound and practical recommendations on standards, evaluation methods, recognition procedures, and decision-making processes. This would ensure that the work becomes increasingly innovative and more aligned with the requirements of national development, construction, defense, and international integration. Furthermore, it should continue to improve the quality of professors and associate professors, aligning them with international standards and befitting the prestigious titles recognized by the State and honored by the people.

The President also requested that the Professors and Associate Professors continue to leverage their intellect and experience, focusing on advising the Party and the State in formulating and implementing major policies and guidelines aimed at further reforming the growth model, improving the quality of growth, labor productivity, and the competitiveness of the economy.
