Distinguished leaders and former leaders of the Party, State, National Assembly, Government, and Vietnam Fatherland Front!

Mr. Chairman of the National Assembly, esteemed members of the National Assembly, fellow citizens, comrades, voters throughout the country, and international friends!

In this sacred and solemn moment of the inauguration ceremony of the President of the Socialist Republic of Vietnam, I sincerely thank the voters and people nationwide for their sense of responsibility, aspiration to build the homeland and country, and unwavering faith in the Communist Party of Vietnam, which have made the election of deputies to the 16th National Assembly and deputies to the People's Councils at all levels for the 2026-2031 term a great success.

This is the convergence of the nation's thousand-year history and civilization, fostering a spirit of determination and unwavering resolve to realize two strategic goals for the next 100 years: By 2045, Vietnam will become a developed, high-income country, a peaceful, independent, democratic, prosperous, civilized, and happy socialist nation.

I sincerely thank the Central Committee of the Party for their trust in nominating me to the position of President of the Republic, and the National Assembly for their confidence in electing me and entrusting me with this important responsibility.

I would like to express my boundless gratitude for the immense contributions of the great President Ho Chi Minh, the brilliant leader of our Party and our nation; for the predecessors, revolutionary fighters, members of the Communist Party, and millions of heroic martyrs who bravely fought and sacrificed for the independence, sovereignty, unity, and territorial integrity of the Fatherland, for Socialism and noble international duties; and for the generations of people who selflessly dedicated themselves to labor and creativity, making immense contributions to the glorious revolutionary cause of the Vietnamese nation.

I am deeply aware that assuming the responsibility of General Secretary of the Central Committee of the Communist Party of Vietnam and President of the Socialist Republic of Vietnam is an immense honor, a sacred and noble responsibility and duty, and also represents the trust and expectations of the entire Party, the entire people, and the entire army placed in the head of the Party and the State.

Together with the entire Party, the entire people, the entire army, and especially the Central Committee, I will steer the ship of revolution through all storms and rough seas, reaching its destination soon, fulfilling President Ho Chi Minh's aspirations and the nation's dream: that the entire Party and people unite and strive to build a peaceful, unified, independent, democratic, and prosperous Vietnam, making a worthy contribution to the world's revolutionary cause.

In the context of numerous contemporary challenges, and with the implementation of many strategic policies with historically significant goals, my top priority as General Secretary and President of the Socialist Republic of Vietnam is to maintain a peaceful and stable environment, promote rapid and sustainable national development, and improve all aspects of people's lives. This will ensure that the people enjoy all the fruits of development and that Vietnam increases its contribution to peace, stability, development, and progress in the region and the world.

Together with the entire Party, the entire people, and the entire army, we will focus on building a socialist rule of law state; building a self-reliant, self-sufficient, and self-strengthening economy; a comprehensive, all-encompassing, and modern national defense and security system; a streamlined, effective, and efficient political system; and a developed, united, cultured, and humane society.

Creating a new development ecosystem, implementing strategic autonomy, using development for stability, and stability for rapid and sustainable national development. Establishing a new growth model with science and technology, innovation, and digital transformation as the main driving forces. Building a modern national education system that comprehensively develops Vietnamese people.

Developing high-quality, highly skilled human resources to meet the development requirements of the new era. Improving models, mechanisms, and policies for managing and developing a modern, comprehensive, inclusive, and sustainable society. Building a discipline of responsibility and implementation, ensuring that words are matched by actions, that work is done thoroughly, and that work is done for the people. Work results must be effective and substantial throughout the entire political system.

To implement foreign affairs and international integration at a new level, contributing more effectively to the country's strategic goals and demonstrating greater responsibility for peace and development in the world with the motto: Ensuring the highest national interests; taking peace, independence, self-reliance, and self-strength as the foundation; placing the people at the center of all policies; considering contributions to the international community as a responsibility. To bring our country into the mainstream of world politics, the international economy, and human civilization.

Completing and implementing the national defense strategy and national security strategy to meet the requirements of national defense and security in the new era. Prioritizing strengthening capabilities and achieving strategic autonomy in national defense and security; building a revolutionary, regular, elite, and modern armed force capable of proactively eliminating all threats early and from afar, and firmly protecting the Fatherland and national security in all situations. Consolidating a high level of peace, stability, security, order, discipline, safety, and health, contributing to peace and stability in the region and the world.

In fulfilling the duties of General Secretary and President, the top priority is to thoroughly understand and implement the principle that "the people are the foundation," strongly promoting the people's role as the main actors, harnessing the people's strength and the great national unity. The highest goal and ultimate destination is for the people to enjoy the fruits of development.

I look forward to the close cooperation of the Central Committee, the Politburo, the Secretariat, the National Assembly, the Standing Committee of the National Assembly, the Government, the Supreme People's Court, the Supreme People's Procuratorate, the Vietnam Fatherland Front and its member organizations, ministries, departments, localities, and all compatriots, comrades, and soldiers throughout the country, as well as our compatriots abroad, so that I can fulfill the noblest mission of the Head of State: to protect, build, and develop the socialist Fatherland of Vietnam and serve the people.

With a thousand-year tradition of nation-building and national defense, and the great heritage values ​​inherited from our ancestors; with an unwavering aspiration for progress, an iron will, and unwavering resilience; with the truth: "Vietnam is one country, the Vietnamese people are one nation"; with the determination not to let the country fall behind, not to let the people lose opportunities for development, and to act for a long-term and bright future for the nation; with the support and assistance of international friends, Vietnam will certainly write new and glorious chapters in its development journey, achieving the strategic goals it has set.

Once again, I would like to express my sincere and profound gratitude for the trust placed in me by the Party, the State, the People, and the National Assembly in entrusting me with this great responsibility.
