The ward chairman and his accomplices received nearly 1 billion VND to overlook construction violations.
Six individuals involved in the case abused their positions and authority to harass, create favoritism, receive bribes, and cause inconvenience to those needing construction work, receiving nearly 1 billion VND in bribes to avoid conducting construction inspections and overlook violations of construction regulations.
Regarding the case, on March 20th, the Hanoi City Police announced that, based on the collected evidence, on March 14th, the Hanoi City Police Investigation Agency issued arrest warrants and detained six individuals for the crime of "receiving bribes"; including: Dang Thanh Tung - Chairman of the People's Committee of Thanh Tri Ward, Hoang Mai District; Nguyen Vu Diem - Vice Chairman of the People's Committee of Thanh Tri Ward; Bui Thanh Nha - former Team Leader of the Urban Construction Order Management Team of Hoang Mai District (now Chairman of the People's Committee of Hoang Liet Ward, Hoang Mai District); Le Thanh Thuy - Deputy Team Leader of the Urban Construction Order Management Team of Hoang Mai District; Tran Van Quan and Vu Cat Su - both specialists of the Urban Construction Order Management Team of Hoang Mai District, in charge of the Thanh Tri Ward area.

Previously, through intelligence gathering, the Hanoi City Police Investigation Agency discovered a case of bribery involving overlooking violations in construction management in Hoang Mai district. After receiving the information, detectives from the Economic Police Department proceeded to collect statements from several individuals who had given money…

One such case is that of Ms. Mai Thi Chung (residing in Hoang Liet ward, Hoang Mai district). At the police station, Ms. Chung stated that around August 2024, due to the need to renovate and complete the adjacent house at No. 40, Thanh Dam street, Thanh Tri ward, Hoang Mai district (owned by Hoang Ha Construction Company Limited) from a 3.5-story house to a 5-story house, she met with Tung, Diem, and Quan through Nha to submit an application for house renovation.
During a conversation (around September 2024), Diem said that Ms. Chung's house was only permitted to be built up to 3.5 stories; if she wanted to build up to 5 stories, she would need to obtain permission from many different authorities. He also "suggested" and demanded that Ms. Chung give him 100 million VND, which Ms. Chung agreed to…
After receiving the money, Diem kept 20 million dong for himself; the remaining 80 million dong he gave to Quan. Quan then divided this money among Tung (30 million dong), Su (10 million dong), Nha (20 million dong), Thuy (10 million dong), and Quan kept 10 million dong for himself.

Around October 2024, Ms. Chung continued construction of house number 40. During this process, on November 26, 2024, the People's Committee of Thanh Tri Ward conducted an inspection of the construction work at the police housing project, including house number 40 belonging to Ms. Chung; house number 6 belonging to Mr. Trinh Viet Vuong; house number 38 belonging to Mr. Doan Truong Son; and house number 13 belonging to Ms. Nguyen Thi Lieu.
Subsequently, on December 10, 2024, the People's Committee of Thanh Tri Ward issued Notice No. 580/TB-UBND, requesting that the aforementioned constructions cease. After receiving the notice, on the evening of December 19, 2024, Ms. Chung met with Mr. Son (owner of house number 38) and Ms. Lieu (owner of house number 13) to jointly agree that the three households would contribute an additional 100 million VND to give to Diem in order to facilitate the continuation of the construction.
On December 20, 2024, Mr. Son, Ms. Chung, and Ms. Lieu met with Diem in his office to discuss continuing the project and gave him an additional 100 million VND.

At the police station, Ms. Chung stated: To complete house number 40, in addition to the aforementioned payments, in late December 2024 and early January 2025, Ms. Chung also went with Mr. Le Thanh Tung - Deputy Director of Hoang Ha Company - to Diem's office and gave him 20 million VND and 50 million VND respectively. Thus, the total amount Ms. Chung gave to Diem was 270 million VND.

Through the investigation process, the Hanoi City Police Investigation Agency has determined that from August 2024 to the present, in addition to receiving money from Ms. Chung during their work managing construction order in Thanh Tri ward, Quan and Su also received money to avoid inspecting violations of construction regulations (mainly violations related to construction without permits and land use right certificates) of four households, totaling 650 million VND.
Both Quan and Su reported this incident to Tung and Diem, and kept the money in a personal locker in Quan's office. After receiving the money, the individuals agreed to divide the profits as follows: Tung 25-30%; Diem 15-20%; Nha 20%; Thuy 10%; Su 10%; and Quan 10%.
Currently, the investigating agency has seized 579 million VND from Quân's office cabinet. The case is being further investigated and clarified by the authorities…
