The Chairman of the People's Committee of Nghe An province surveyed the site for the construction of a resettlement area for people in the border commune of Muong Tip.
On the evening of October 7th, Comrade Le Hong Vinh - Deputy Secretary of the Provincial Party Committee and Chairman of the People's Committee of Nghe An province - personally visited Muong Tip border commune to inspect the situation regarding the damage caused by Typhoon No. 10; at the same time, he surveyed the locations planned for the construction of resettlement areas for people in the severely affected region.
Accompanying him were Comrade Pham Hong Quang - Member of the Standing Committee of the Provincial Party Committee, Director of the Department of Construction; along with leaders from the Provincial People's Committee Office, the Department of Agriculture and Environment, etc.
Due to the impact of the storm, from the early morning of September 28th to September 30th, heavy and prolonged rainfall occurred in Muong Tip commune, causing flash floods and serious landslides, resulting in significant damage to houses, agriculture, and many infrastructure facilities.
Over 500 meters of the concrete road leading to Huoi Khi village were damaged, with 4 culverts washed away, making it impossible for people and vehicles to pass; two schools in the village were also affected.
At Muong Ai Ethnic Boarding Primary School, a 50-meter-long, 2.5-meter-high embankment protecting against landslides was completely washed away, threatening the teachers' quarters and the sports field.
Along the Na My stream, many sections have suffered serious landslides, posing a danger to 50 households (250 people) and 2 schools with 47 students.
To quickly stabilize the lives and production of the people, Muong Tip commune requested the province to provide emergency funding, including: 3 billion VND to repair the road leading to Huoi Khi village; 1 billion VND to rebuild the embankment to prevent landslides at Muong Ai Ethnic Boarding Primary School; and 3 billion VND to build an embankment along the stream in Na My village, ensuring safety for the residential area and school.
In addition to repairing damaged infrastructure, Muong Tip commune also proposed a project to resettle residents in the Xop Tip and Xop Phong hamlets to ensure long-term stability for the people's lives in the face of flood and landslide risks.
This area is frequently severely affected by heavy rains, with rising and fast-flowing streams, often resulting in complete isolation and difficulties in daily life, education, and access to healthcare.
Situated between two major waterways, the Nam Mo River and the Nam Tip stream, this cluster of villages no longer guarantees long-term safety, especially for the 18 households (98 people), many of whom are students who have to cross the stream to get to school.
To ensure safety and stability in people's lives, the Chairman of the Provincial People's Committee, Le Hong Vinh, personally surveyed the new resettlement site in the area of the former Border Guard Post, located along Provincial Road 543D, about 2.5 km from the current residential area. This location has favorable conditions in terms of land availability, suitable for building houses and essential infrastructure to serve daily life.
With an estimated total investment of approximately 19.5 billion VND, the project will provide long-term stable housing for 18 households (98 people) in the Xop Tip and Xop Phong villages, helping people to settle down, work and produce with peace of mind, and remain attached to the border area.
Also in Muong Tip commune, Chairman of the Provincial People's Committee Le Hong Vinh and the delegation surveyed Ta Do village.
The current location of Ta Đo village was hit by flash floods on July 21st and 27th, 2025, causing severe damage to many houses. To this day, the residents have not been able to repair the damage and cannot continue living in the same location.
Furthermore, some households in the area are located in high-risk landslide zones, posing safety risks. Relocating them to these areas for resettlement is difficult due to a lack of available land, while all feasible locations are already in use. Therefore, relocating residents to safe areas with stable living and production conditions is an urgent requirement.
The new resettlement site is located approximately 5 km from the current residential area, along Provincial Road 543D. This area ensures sufficient land for housing construction and essential infrastructure for daily life.
The project is expected to resettle 27 households with 120 people in Ta Đo village, ensuring access to transportation, electricity, and water. The total investment is approximately 19.5 billion VND, aiming to help people quickly stabilize their lives, settle down, and develop sustainably.
Chairman of the Provincial People's Committee Le Hong Vinh also visited and inspected the Muong Tip Commune Kindergarten. During the floods in July 2025, the school site was severely flooded. At the school, he discussed plans for renovation and upgrading to ensure the safety of the school during subsequent floods.

Following an on-site inspection, Chairman of the Provincial People's Committee Le Hong Vinh acknowledged the proactive spirit, solidarity, and resilience of the government and people of Muong Tip commune in responding to and overcoming the consequences of the storm; at the same time, he requested that all levels of government and relevant agencies continue to focus on disaster relief efforts and quickly stabilize the lives of the people.
Following a survey of the planned resettlement sites, the head of the Provincial People's Committee also instructed relevant departments and agencies to closely coordinate with Muong Tip commune in accelerating the progress of planning, appraisal, and implementation of resettlement projects, ensuring rational planning and population arrangement, sustainability, safety, and adaptation to climate change.
