Chairman of the People's Committee of Nghe An province, Le Hong Vinh, surveyed and selected resettlement sites for people affected by landslides in Chieu Luu, Luong Minh, and Con Cuong districts.
On the afternoon of August 29th, Mr. Le Hong Vinh, Deputy Secretary of the Provincial Party Committee and Chairman of the People's Committee of Nghe An province, inspected the planned resettlement sites in communes severely affected by Typhoon Wipha (Typhoon No. 3) and the resulting floods. He was accompanied by leaders from several relevant departments and agencies.

In Chieu Luu commune, the head of the Provincial People's Committee personally inspected the Pieng Xet area, a location assessed by the local authorities as having suitable land for the construction of a resettlement area. The land, approximately 10 hectares in size, is classified as production forest land, has a stable topography, is close to the commune center, and is convenient for infrastructure construction and residential arrangement.
According to local proposals, the Piêng Xẹt resettlement area will relocate approximately 210 households currently living in high-risk landslide areas, concentrated in 7 villages: Lăn, Cù, Khe Nằn, Khe Tang, Hồng Tiến, Lưu Tiến, and Xiêng Thù.

To ensure long-term living conditions, the commune proposes considering investment in synchronized infrastructure, ensuring safe, stable, and sustainable housing for people in landslide-prone areas, while also creating conditions for stable production and improved living standards. The total estimated investment for the Piêng Xẹt resettlement area is approximately 45 billion VND.
Chieu Luu is a mountainous commune located in the Northwest of Nghe An province, established by merging the two communes of Chieu Luu and Bao Thang (formerly Ky Son district). The commune has a natural area of 196.93 km².
As a particularly disadvantaged area, the people's living standards and infrastructure remain limited. The commune currently has 16 villages with 2,127 households. By 2025, the average per capita income is estimated to reach only over 25 million VND/year; the poverty rate will remain high, at 40.52%.
However, this area is also frequently affected by natural disasters, especially floods, impacting many households and infrastructure, particularly transportation infrastructure.

After directly visiting the site, listening to reports from the commune leaders and relevant departments, and surveying the proposed land location, the Chairman of the Provincial People's Committee, Le Hong Vinh, agreed on the location at Pieng Xet and assigned relevant departments and the commune to coordinate in carrying out the necessary procedures.
During the working trip, the Chairman of the Provincial People's Committee also personally inspected and surveyed the site selection for resettlement in Luong Minh commune. This is a particularly disadvantaged commune in Nghe An province, located more than 210km from the provincial administrative center.

Luong Minh commune has 1,163 households with 5,199 inhabitants, residing in 10 villages. Poor and near-poor households account for 83.8% (975 households out of 1,163). The average per capita income is only 25 million VND/person/year.
Due to the impact of Typhoon No. 3 and its aftermath, Luong Minh commune suffered an unprecedented flood, causing extremely serious damage. Many houses were submerged in floodwaters and completely swept away or collapsed.

In order to stabilize the lives of the people, the People's Committee of Luong Minh commune has submitted a request to the Provincial People's Committee for support in building two resettlement areas to relocate households whose houses were swept away or affected by landslides and floods, and to build a boarding primary school in the commune, with a total budget of over 82 billion VND.
In addition, the commune requested the Provincial People's Committee to consider allocating 7.4 billion VND in accordance with the policy in Resolution 09/2024 of the Provincial People's Council to stabilize the population for 80 households, including 60 households relocated to concentrated settlements and 20 households relocated to mixed settlements.

Upon arriving in Luong Minh commune, the Chairman of the Provincial People's Committee personally inspected several locations proposed by the commune in La village. There, he not only listened to and exchanged ideas to understand the thoughts and aspirations of local leaders, officials, and residents, but also thoroughly surveyed the terrain, infrastructure, water resources, transportation distance, and long-term development potential.

Based on field surveys and a comprehensive analysis of relevant factors, and considering the two locations proposed by the commune, the Chairman of the Provincial People's Committee agreed to select one location; and simultaneously decided to select another location on the other side of the Nam Non River, adjacent to the existing residential area, compared to the initially proposed location.

This not only helps people adapt more easily when moving to a new place, but also facilitates daily life and production, ensuring that social and economic infrastructure are connected synchronously.

Next, the delegation led by Chairman of the Provincial People's Committee Le Hong Vinh visited Con Cuong commune to survey the planned location for a resettlement area for 15 households with over 50 people in Vinh Hoan village. Due to the impact of typhoons No. 3 and No. 5, the living area of these households suffered serious landslides, and 5 households had to temporarily relocate.
The proposed land area is approximately 5 hectares, located within the commune's 5% land reserve. After conducting a field survey, listening to reports from the local authorities, and considering the opinions of the residents, the Chairman of the Provincial People's Committee acknowledged the consensus of the households regarding relocation to the new site.

Given the urgent need to ensure the safety and stability of people's lives, Comrade Le Hong Vinh agreed with the plan proposed by Con Cuong commune.
In the communes of Chieu Luu, Luong Minh, and Con Cuong, after surveying and agreeing on the locations for the resettlement areas, the Chairman of the Provincial People's Committee instructed the local authorities to closely coordinate with relevant departments and agencies to implement the necessary steps to quickly stabilize the lives of people affected by the natural disaster.

The implementation process must ensure long-term stability, creating conditions for people to feel secure, settle down, develop their economy, and build new lives. At the same time, strict management of both the relocation sites is necessary to prevent people from returning to their old areas, which are prone to risks and hazards from natural disasters.
