The Chairman of the People's Committee of Nghe An province held a regular citizen reception session in May 2025.
On the morning of May 14th, Comrade Le Hong Vinh - Deputy Secretary of the Provincial Party Committee and Chairman of the People's Committee of Nghe An province - received citizens at the regular monthly meeting for May 2025.
Also attending were leaders of the advisory and support agencies of the Provincial Party Committee and relevant departments, sectors, and localities.

There are insufficient grounds to issue the land ownership certificate as requested.
Mr. Nguyen Manh Truong, residing in Block 1, Hoa Thanh town, Yen Thanh district, requests consideration for the issuance of a land use right certificate for an area of 165.52m² of land in Block 1, Hoa Thanh town, Yen Thanh district, currently used by his father, Mr. Nguyen Dang That.
According to Mr. Truong's statement, this plot of land originated as collective housing property of Yen Thanh Construction and Materials Production Joint Stock Company, which his family purchased through liquidation and valuation.

Regarding this matter, in 2023, the Provincial People's Committee directed the Department of Natural Resources and Environment (now the Department of Agriculture and Environment) to establish an inter-agency working group to inspect and verify the citizens' petition. The results showed that the citizens' petition lacked a legal basis for resolution.
Specifically, Yen Thanh Construction and Materials Manufacturing Joint Stock Company was leased an area of 77,022.81 m² by the Provincial People's Committee for the following purposes: a raw material production area (63,877.8 m²), office construction (1,167 m²), and fertilizer and materials production area (11,978.01 m²).

Regarding the aforementioned land area, Mr. Nguyen Dang That (father of Mr. Nguyen Manh Truong) claims that 165.52 m² was allocated to him by the company at a discounted price. However, Mr. That was unable to provide any documents proving his land use rights as required by law.
During the meeting with the authorities, Mr. That provided a fixed asset liquidation record from 2003 signed by Mr. Le Dinh Tuong, in his capacity as Director of the company and Head of the Asset Liquidation Committee.
However, verification results show that in 2003, Mr. Le Dinh Tuong did not yet hold the position of Director of Yen Thanh Construction and Materials Manufacturing Joint Stock Company.

Mr. That also failed to provide a receipt to prove that he had paid for the auctioned assets from the company.
Furthermore, the former Chairman of the Board of Directors of the company from 2000 to 2007 also confirmed that there was no liquidation or valuation of assets attached to the land for any individual during this period.

Ensuring objectivity and comprehensiveness in the handling of the case.
After listening to opinions from all relevant parties, Comrade Le Hong Vinh - Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee - concluded, sharing the wishes and aspirations of the citizen's family. However, he affirmed that in order to be considered for recognition of land use rights, the state agency must have a complete legal basis.

The Chairman of the Provincial People's Committee also clearly analyzed the unreasonable aspects, emphasizing that there is currently insufficient basis to issue a Certificate of Land Use Rights for the 165.82m² area as requested by Mr. Nguyen Manh Truong.

However, to ensure objectivity and comprehensiveness in handling the case, the Chairman of the Provincial People's Committee assigned the Department of Agriculture and Environment to take the lead, continue working with relevant parties to thoroughly review the case, and invite the police to participate in the examination and verification of the authenticity of the documents and evidence. If, after verification, sufficient legal grounds are found, the handling will proceed in accordance with the law.

Regarding the citizens, the Chairman of the Provincial People's Committee requested their active cooperation and the provision of complete relevant documents and records during the inspection and verification process of the case.
