Chairman of Nghe An Provincial People's Committee received citizens at the regular session in May 2025
On the morning of May 14, comrade Le Hong Vinh - Deputy Secretary of the Provincial Party Committee, Chairman of the People's Committee of Nghe An province received citizens at the regular session in May 2025.
Also attending were leaders of advisory and support agencies of the Provincial Party Committee and related departments, branches and localities.

Not enough basis to issue red book as requested
Mr. Nguyen Manh Truong, residing in Block 1, Hoa Thanh town, Yen Thanh district, requested consideration of granting a land use right certificate (LURC) for an area of 165.52 square meters of land in Block 1, Hoa Thanh town, Yen Thanh district, currently used by his father, Mr. Nguyen Dang That.
According to Mr. Truong, this land plot originated from the collective housing property of Yen Thanh Construction and Materials Production Joint Stock Company, purchased by his family through liquidation and valuation.

Regarding this case, in 2023, the Provincial People's Committee directed the Department of Natural Resources and Environment (now the Department of Agriculture and Environment) to establish an interdisciplinary working group to examine and verify the citizen's petition. The results showed that the citizen's petition had no legal basis for resolution.
Specifically, Yen Thanh Construction and Materials Production Joint Stock Company was leased a land area of 77,022.81m² by the Provincial People's Committee for the following purposes: production material area (63,877.8m²), office construction (1,167m²) and construction of fertilizer and material production area (11,978.01m²).

In the above area, Mr. Nguyen Dang That (father of Mr. Nguyen Manh Truong) said that the company had priced 165.52m² of the area for him. However, Mr. That could not provide documents proving land use rights according to the law.
At the meeting with the authorities, Mr. That provided a 2003 fixed asset liquidation record signed by Mr. Le Dinh Tuong as the company's Director and Head of the Asset Liquidation Committee.
However, verification results show that in 2003, Mr. Le Dinh Tuong had not yet held the position of Director of Yen Thanh Construction and Materials Production Joint Stock Company.

Mr. That also could not provide a receipt to prove that he had paid for the purchase of the assets at valuation from the company.
In addition, the former Chairman of the Board of Directors of the company during the period 2000 - 2007 also confirmed that there was no liquidation or valuation of assets attached to land for any individual during this period.

Ensure objectivity and comprehensiveness in the case handling process
After listening to opinions from relevant parties, comrade Le Hong Vinh - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee concluded; in which he shared the wishes and aspirations of the citizen's family. However, he affirmed that in order to be considered for recognition of land use rights, state agencies must have full legal basis.

The Chairman of the Provincial People's Committee also clearly analyzed the unreasonable factors, on that basis emphasizing that there is currently not enough basis to grant a Land Use Rights Certificate for an area of 165.82 square meters according to the content of Mr. Nguyen Manh Truong's proposal.

However, in order to ensure objectivity and comprehensiveness in the process of handling the case, the Chairman of the Provincial People's Committee assigned the Department of Agriculture and Environment to preside over and continue working with relevant parties to thoroughly review and invite the police to participate in the investigation and verify the authenticity of documents and evidence. In case after verification, if it is found that there is sufficient legal basis, the handling will be carried out in accordance with legal regulations.

For the citizens, the Chairman of the Provincial People's Committee requested active cooperation and provision of complete relevant records and documents during the working group's inspection and verification of the incident.
